Job Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code Title 10 as well as Department of Defense Instruction 1400.25. This position is located with INSCOM 780th MI BDE/781st BN at Fort Meade Maryland.
- Conduct offensive Computer Network Operations (CNO) network reconnaissance and vulnerability analyses of system networks and or hosts.
- Conduct open-source data collection via various online tools.
- Collect raw intelligence critical to operational objectives while performing cyberspace operations.
- Provide and maintain draft documentation for cyberspace operations and CNO tactics techniques and procedures (TTP) as inputs to training programs.
- Test and evaluate locally developed tools for operational use.
- Appointment may be subject to a suitability or fitness determination as determined by a completed background investigation.
- In accordance with Change 3 to AR 600-85 Alcohol and Drug Abuse Prevention and Control Program individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
- Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
- Temporary duty (TDY) travel will be required 25% or less of the time.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Overtime/shift work may be required.
- This position is designated Mission Essential must be able to remain on duty or make every effort to report to duty on-time during emergency and/or crisis situations.
- Must be able to successfully complete with a passing grade the Remote Operator training course (FORGE) within the required timeframe (2 years).
- Must be able to obtain Senior level USCYBERCOM/ARCYBER JQR certification within 2 years of completing the Remote Operator Training.

- Stress is inherent in the nature of work: The many short suspense actions and pressures of time from nearly all contacts contribute to heightened demands. Under crisis operations may be subject to short notice expanded hours and possible recall situations and irregular work hours including weekends and holidays.
- This position is considered Non-Combat Essential (NCE) in support of the Armys mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide. Employees assigned to NCE positions must sign DD Form 2365 stating as a condition of employment they understand the conditions described above and the requirement to maintain certain levels of medical security performance conduct and overall fitness that make them suitable for assignment to an austere and stressful combat environment. Failure to perform the duties of this position in an emergency may result in appropriate action-defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.
