Job Summary
The purpose of the Installation Child and Youth Programs Director is to provide oversight to all child and youth programs at an installation to facilitate the provision of safe healthy secure and developmentally appropriate services for children and youth ages 6 weeks to 18 years. The incumbent is responsible for planning and executing the Installation CYP through the administration operation and technical direction of any or all of the following programs as applicable to the installation.
Major duties and responsibilities:
Program Operations/Management
- Responsible for the administration operation and technical direction of the CYP which may include CDCs FCCs SACS YPs and CYES to facilitate the identification of child care recreational and educational supports services and options for authorized patrons.
- Establishes revises or reviews policies procedures and objectives for the staff as necessary to eliminate work problems or barriers to accomplishments promote team building implement quality improvements or respond to concerns with regulatory compliance and/or customer requirements.
- Ensures seamless service and continuity of quality options for all children and youth. Develops strategies for program improvement. Initiates and maintains partnerships with both on and off installation organizations serving children and youth.
- Initiates and maintains partnerships with both on and off-installation local schools. Interfaces with local school board representatives to establish state-run Pre-Kindergarten Programs or official CYP sponsored Pre-Kindergarten programs.
- Serves as the installation liaison with the Regional CYP Manager on all CYP issues.
- Implements and monitors policies to include guidance fee policies program registration/enrollment baseline standards and benchmarks key management control and space utilization goals. Develops operational procedures to anticipate installation needs and trends and documents results.
- Develops monitors and analyzes applicable statistical data to track operating programs evaluate their effectiveness and applicability to strategic goals and plan improvements. Informs senior management of progress and advises of significant developments that impact plans.
- Ensures the CYP T&C Specialists develop targeted integrated training plans that account for the common and unique training needs of CYP staff.
- Compiles program statistical data for reports and data calls and keeps Command abreast of trends policy changes program deficiencies and needs for the installation CYP.
- Develops integrated budget input conducts written analysis of budget variances as necessary and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment.
- Oversees the collection accurate accounting and reporting of funds received from patrons.
- Ensures compliance with all Department of Navy (DoN) Department of Defense (DoD) State Federal and local instructions standards regulations policies and procedures as they apply to the total CYP.
- Coordinates with all installation CYP Directors the development of single installation
- Standard Operating Procedures (SOPs) CYP Professional Handbook and a parent handbook for the CYP for efficient operation and management of facility and programs for use within the CYP.
- Coordinates and maintains documentation for Commander Navy Installations Command (CNIC) and Multi-Disciplinary Team Inspections and is responsible for timely corrective actions plans for all programs in the CYP.
- Establishes review systems for the organization and make certain government needs are met and validated and that economy and quality and quality of operations are maintained or improved.
- Ensures program accreditation and DOD certification requirements are maintained by monitoring programs in good standing.
- Uses the Incident Reporting Tool (IRT) in accordance with DON CNIC and DOD communication and reporting requirements of serious incidents that occur in CYPs. Ensures suspected child abuse or neglect is reported to the appropriate agencies and that all reporting protocols are followed. Evaluates reportable incidents for trends and ensure processes and procedures are established to reduce them across the CYP.
- Routinely inspects assets to include IT gear office and classroom equipment facilities and vehicles and takes steps to ensure ongoing maintenance is scheduled and completed. Ensures compliance and adherence to the standards and criteria developed by the DoD DON and/or CNIC policy regulations and procedures and accreditation criteria. Implements recommendations or corrective actions to address discrepancies or findings from inspections or accreditation visits. Prepares responses to inspection reports. Follows - up to ensure complete and quality resolution discrepancies.
- Serves as a mandatory reporter to Family Advocacy and Child Protective Services
- As needed represents CYP in Installation Determination Committee investigations and Problematic Sexual Behavior in Children and Youth - Multi - Disciplinary Team Assessments.
- Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- Must pass a pre-employment physical provide evidence of immunization be free of all communicable diseases and obtain appropriate immunization against communicable diseases.
- Must have or be able to obtain and maintain a Security Clearance.
- Ability to complete required training certificates and maintain certifications or credentials required by Federal State and/or national accreditation institutions used as part of DoDs Child and Youth Programs.
- Must be able to satisfactorily complete all additional Child Care checks in accordance with PL 101-647 and DoDI 1402.05.

- Knowledge of the principles of child and youth development and in designing and managing exceptionally complex programs that includes but are not limited to safety security disease prevention employee training developmentally appropriate activities parent involvement and facility management.
- Knowledge of and skill in applying both Federal and State laws governing the detection and prevention of child abuse and/or neglect. Possess necessary skills in program planning organizing and coordinating to devise and carry out a variety of program components.
- Knowledge of financial management budgeting and purchasing as it pertains to a child and youth program.
- Knowledge of facility design functional use and maintenance concepts; DoN local and state child and youth regulations and procedures; and other regulations and instructions pertaining to military childcare and recreational services.
- Knowledge and support of the Navys EEO program policies goals and objectives.
- Skills in program planning organizing and coordinating to devise and carry out a variety of program components.
- Strong interpersonal communication and leadership skills to facilitate and organize a collaborative and cohesive installation CYP team.
- Knowledge of national accreditation and criteria.
- Skill in establishing positive working relationships with the teams and individuals leading purposeful interactions resolving conflict and maintaining confidentiality for families and employers.
- Ability to communicate effectively both orally and in writing in English and possess strong interpersonal communication skills.
- Ability to analyze plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
- Ability to work effectively under pressure or on multiple tasks concurrently while meeting established deadlines and changing priorities.
A Bachelors Degree in Early Childhood Education (ECE) Child Development (CD) Elementary Education Special Education (concentration in ECE) Home Economics (early childhood emphasis) Child Care Administration or related field of study AND 4 years of full time specialized experience managing and supervising facility-based children and youth programs.
OR
A combination of education and experience; education must include courses in a child related field of study and total minimum of 24 higher level semester addition four years of specialized experience in managing and supervising facility-based child and youth programs.
Executive Order 12564 requires a Federal workplace free of illegal drugs. According to the Executive Order all Federal employees are required to remain drug free throughout their employment. Commander Navy Installations Command is a Drug-Free Federal Workplace. The use of illegal drugs will not be tolerated and use of or intoxication by illegal drugs will result in penalties up to and including removal from Federal Service.
Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test.
All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS) and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers per DoDI 1402.05.
Per Department of Defense Instruction (DoDI) 1402.05 Background Checks on Individuals in DoD Child Care Services Programs incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general special or summary court-martial conviction or if they received non-judicial punishment under Article 15 or chapter 47 of Title 10 U.S.C) for any of the following: a sexual offense any criminal offense involving a child victim or a felony drug offense. Additionally the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individuals care.
