Job Summary

Position Description

The Development Services & Permits Division facilitates safe and responsible development construction and occupancy of buildings and properties in our 2023 the division issued over 57000 permits with a construction value of $11.15B. In addition the division conducted over 41000 inspections and almost 85000 plan reviews. We strive to provide prompt and courteous service to our customers ensuring compliance with all applicable laws and regulations. Our goal is to promote public safety protect the environment and support economic growth through the issuance of permits and inspections. We are committed to transparency accountability and continuous improvement in all aspects of our operations. Inspects construction and pursues compliance regarding plans and specifications set by the rules and regulations of Harris County as administered by the Permit Group.

Job Duties:

  • Effectively organizes work schedules to inspect all relevant construction within the assigned inspection areas.
  • Maintains detailed records of inspections and all activities within the assigned areas.
  • Verify development in assigned areas conforms to County regulations including responding to complaints.
  • Ensures the proper operation and maintenance of the assigned vehicle.
  • Performs disaster recovery support tasks as assigned when emergency needs arise.
  • During emergency response situations for our community such as hurricanes or floods the position may be tasked with additional duties.
  • Responsibilities may evolve and are not limited to the list above.
  • Performs other duties as assigned.

Requirements


Education:

  • A high school diploma or G.E.D. equivalent.

Experience:

  • A minimum of two (2) years of experience/background in engineering-related design construction real property or a closely related field.

Knowledge Skills & Abilities (KSAs):

  • The successful candidate must have strong written and verbal communication and organizational skills in order to maintain records files and communicate effectively with the public.
  • Basic computer skills and proficiency in the use of Microsoft Office programs and the ability to learn department-supported application programs shortly after hire.
  • Ability to read construction drawings topographical maps and knowledge of regulatory agencies and their impact on Architecture/Engineering Planning.
  • Ability to operate basic office equipment prepare written business correspondence multitask and be detail-oriented.
  • A valid drivers license (Texas upon Hire) and a good driving record. (Must provide and maintain proof of automobile liability insurance upon employment).

Emergency Deployment & Continuity of Operations Requirement:

In accordance with Harris Countys Continuity of Operations Plan (COOP) Policy this position is subject to emergency response and deployment protocols. The employee may be designated as supporting a Mission Essential Function (MEF) and must:

  • Participate in the classification process of departmental staff based on MEF responsibilities.
  • Be available for temporary deployment to an alternative work location role or telework assignment during emergency events.
  • Confirm work assignments with their supervisor prior to reporting to any worksite during such events.
  • Remain flexible in assuming alternative duties as directed to support County operations continuity.

Preferences

  • Bachelors or Associates degree from an accredited college or university with major coursework in Engineering Architecture or other closely related field.

Experience:

  • Experience working in a position that requires understanding and implementation of rules or regulations.
  • Construction experience.
  • Excellent organizational skills.
  • Previous government employment especially in areas that involve the administration of regulations.

Knowledge Skills & Abilities (KSAs):

  • Intermediate or higher-level knowledge of construction techniques or engineering design.
  • Bilingual- Spanish and/or Vietnamese.

General Information


Position Type and Typical Hours of Work:

Full-Time Regular 40 hours per week.

Subject to early mornings late evenings weekends and holidays at times depending upon the project or workload.


Salary: Commensurate experience based on 26 pay periods.


Physical Demands and Environmental Exposure:

  • Most assignments will be performed in an office meeting or operations command center environment but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
  • This position requires bending stooping and lifting up to 25 lbs. frequent walking standing sitting reaching and ascending/descending stairs.
