The primary purpose of this position is to to serve as a senior IT Specialist with responsibility for managing the base LAN/WAN including the planning analysis acquisition design development implementation quality assurance configuration installation integration maintenance testing operational integrity and/or management of networked systems.
- Manages the base LAN/WAN systems designs and monitors new complex network systems configures and installs network hardware/software and maintains LAN Operations.
- As a senior IT specialist performs feasibility studies on complex information systems and conducts in-depth analyses complicated by novel problems.
- Keeps abreast of emerging technology to predict future network needs.
- As a senior IT specialist participates in management discussions meetings committees or special projects.

- The employee may be required to work other than normal duty hours which may include evenings weekends and/or holidays.
- The employee must obtain and maintain a Top Secret clearance.
- Work may occasionally require travel away from the normal duty station on a military or commercial aircraft.
- Recall to duty and overtime may be a requirement of this position.
- Physical may be required. Must be able to lift and carry up to 35 pounds.
- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- Per DoD 8570.01-M the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
In order to qualify you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Information Technology (IT) Management Series GS-2210 (Alternate A).
EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail Customer Service Oral Communication Problem Solving AND have at least one (1) year of specialized experience at the next lower grade level (GS-11) or equivalent in other pay systems. Specialized experience includes: applying IT network systems design principles methodologies and approaches to the development installation operation and maintenance of network services that support functional requirements; designing developing and integrating network systems consistent with the organizations existing or planned network infrastructures; installing and operating large/complex network programs and providing technical guidance on the designing testing operating and maintaining of network programs; and analyzing functional IT network system requirements developing supportable recommendations for enhancements and applying a wide range of methodologies and tools.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
- Knowledge of a full range of network systems (LAN/WAN) design principles methodologies and approaches used in developing testing installing operating managing and maintaining network services that support functional requirements.
- Knowledge of the network architecture interrelationships operating modes configuration topology and protocols typically found at base level.
- Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems.
- Knowledge of complex configuration management techniques and requirements appropriate to managing base level network systems.
- Ability to gather facts and use effective analytical and evaluative methods to assess information plan the sequence of actions necessary make sound decisions and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective.
- Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
