The Department of Economic Security Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
DES is seeking an experienced and highly motivated individual to join our team as an Information Technology (IT) Administrator with the Information Technology (IT) Unit. This position is responsible for providing executive leadership and strategic direction for division-wide technology operations enterprise systems administration modernization initiatives infrastructure coordination and operational support activities supporting critical workforce rehabilitation and unemployment insurance programs.

Essential Duties and Responsibilities include but are not limited to:
Directs the operations of the Division of Employment and Rehabilitation Services Systems and Information Technology Team. Establishes strategic goals and operational priorities related to systems administration automation practices modernization efforts enterprise applications infrastructure support and technology governance. Develops division policies standards and procedures related to information technology systems operations information security disaster recovery operational continuity and systems access management. Oversees statewide systems initiatives and enterprise technology projects supporting workforce and rehabilitation programs. Represents Division of Employment and Rehabilitation Services in meetings with internal leadership statewide technology partners vendors federal representatives and other stakeholders regarding systems operations modernization activities and technology initiatives.
Directs the analysis and resolution of complex operational and systems-related issues impacting Division of Employment and Rehabilitation Services technology environments and business operations. Provides executive oversight for enterprise systems support activities involving cloud and legacy/mainframe systems databases application support infrastructure coordination help desk operations telecommunications coordination systems security and operational continuity. Serves as a senior technical advisor and mentor to managers supervisors analysts and technical staff.
Evaluates business systems operational processes modernization initiatives and project requirements to ensure technology solutions align with business needs legislative requirements security expectations agency objectives and operational priorities. Leads planning and evaluation activities related to enterprise systems modernization systems integration business process improvement application lifecycle management and operational enhancements. Oversees assessment of hardware software infrastructure and vendor solutions to support operational effectiveness and long-term modernization strategies. Develops and monitors change management recovery contingency and fallback processes to support system stability operational resilience and continuity of operations.
Investigates emerging technologies modernization opportunities automation solutions and operational improvements to support Division of Employment and Rehabilitation Services strategic objectives. Provides leadership for enterprise projects involving systems modernization infrastructure improvements cloud technologies legacy/mainframe environments business transformation efforts and operational enhancements. Leads project governance activities including project planning resource coordination risk identification issue resolution feasibility analysis budget considerations timeline management and stakeholder communication to ensure successful project delivery.
Collaborates with Division of Employment and Rehabilitation Services Finance and Budget staff regarding operational planning procurement activities contract coordination technology investments and project funding considerations. Supports development and evaluation of Requests for Proposals (RFPs) vendor coordination activities and technology procurement efforts. Monitors operational performance and project outcomes to ensure objectives are achieved and operational effectiveness continues to improve.
Develops monitors and manages the Division of Employment and Rehabilitation ServicesSystems and Information Technology Administration budget. Oversees management of information technology equipment enterprise assets licensing and operational resources. Ensures assets systems and operational resources are appropriately secured maintained and managed in accordance with agency and statewide requirements.

| Selective Preference(s): |
The ideal candidate for this position will have:
Senior-level management experience
Experience leading enterprise modernization initiatives
Experience managing cloud and legacy/mainframe environments
Experience supporting large operational or government technology environments
A Project Management Professional (PMP) certification
Experience with enterprise systems governance and operational continuity planning
Experience supporting procurement or Requests for Proposals (RFP) processes
| Pre-Employment Requirements: |
Bachelors degree and eight (8) or more years of related experience plus three (3) or more years of management experience or an equivalent combination of education and experience.
Candidate shall have or meet the requirements to obtain prior to their first day of employment a valid Level One Arizona fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
Travel will be required for State business. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on State business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on State business shall maintain the statutorily required liability insurance (see Arizona Administrative Code A.A.C. R.11).

State employees are required to participate in the Arizona State Retirement System (ASRS) the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
