Job Summary

Summary

This position is within the Office of Human Resources. As a Human Resources Specialist you will be responsible for planning developing and carrying out the full range of position management position classification and recruitment and placement functions for the National Nuclear Security Administration.

Duties

As a Human Resources Specialist you will:

  • Independently manage a positions lifecycle from initial organizational design and classification to sourcing assessing hiring and onboarding candidates for SES SL ST Competitive Service and Excepted Service positions.
  • Provide expert consultation and authoritative guidance to executives managers supervisors and employees by interpreting and applying federal Human Resources laws regulations policies and Department of Energy guidance affecting multiple human resources functional areas.
  • Develop recommendations on federal human resources matters involving position management classification recruitment and placement and compensation to management officials.
  • Conduct studies evaluations and special projects related to position management classification staffing and compensation.

    • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.

    • This position has been designated as Non-Critical Sensitive and requires a security clearance at L Access. The selectee is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.

    Qualifications

    You must meet all eligibility and qualifications requirements by the closing date of the job announcement.

    Time-in-Grade/Band
    Current Federal employees must have completed 52 weeks in a position equivalent to the next lower band (NQ-2) or GS-12.

    Specialized Experience
    A qualified candidates online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service i.e. NQ-02 or GS-12. Specialized experience for this position is defined as experience interpreting and applying federal human resources management principles concepts regulations and practices in the areas of federal position management and classification or federal recruitment and placement. Examples of qualifying experience include:

    • Independently applying Office of Personnel Management classification standards to issue authoritative pay plan title series grade/pay band supervisory coverage determinations and writing evaluation reports to support classification determination and reviewing positions organization structures and reporting relationships to provide expert position management and classification advice to leadership officials.
    • Independently performing the full range of recruitment and placement functions to include developing job analyses advising on assessments drafting job opportunity announcements reviewing applications for eligibility and qualifications issuing certificates setting pay extending job offers and processing personnel actions.

    CTAP/ICTAP candidates
    CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a well qualified rating of 85 out of 100.
