GENERAL SUMMARY
The Human Resources Specialist performs specialized technical functions requiring a high level of specialized knowledge accuracy and attention to detail to support district personnel operations. Responsibilities include maintaining employee records and data processing employment transactions supporting Human Resources systems supporting district compliance with applicable laws regulations policies and procedures and providing technical assistance and customer service to employees applicants and administrators.
ESSENTIAL FUNCTIONS
The Human Resources Specialist may perform all or a combination of the following:
1. Audit enter update track and maintain employee demographics and information in Skyward including contract and distribution lines assignments experience benefit information and other key data.
2. Process new employee documentation including Form I-9 identification verification Washington State Sexual Misconduct Disclosure Release forms Social Security verification and other required employment documentation. Schedule pre-employment physicals and coordinate other pre-employment requirements as applicable.
3. Evaluate educational documents credentials and prior experience to determine employment eligibility appropriate hiring and placement and compliance with federal and state reporting and audit requirements.
4. Provide support and training to users of Human Resources information systems and electronic personnel records. Respond to a variety of inquiries troubleshoot system and data issues provide technical advice train new users and oversee and assist users of systems to verify accuracy to ensure compliance with all district state and/or federal guidelines.
5. Monitor and support employee certification credentialing and qualification requirements by tracking expiration dates reviewing applicable qualification requirements maintaining required documentation and assisting with compliance processes.
6. Assist with district reporting of certificated instructional staff assignments to comply with the Every Student Succeeds Act (ESSA).
7. Evaluate and create documentation for personnel and regulatory compliance under the supervision of Human Resources administration.
8. Continually audit and maintain personnel data in Skyward and other departmental information systems to ensure employee records are accurate and complete. Research discrepancies and coordinate corrections.
9. Research and develop custom reports queries and data analyses to extract and organize information. Work directly with constituents to identify reporting needs and present information in a format that is accurate understandable and useful to the intended audience.
10. Research test implement and support Human Resource systems software updates and process improvements to improve efficiency functionality and data accuracy.
11. Provide accurate and timely information and assistance regarding personnel inquiries from employees administrators applicants and other constituents. Research questions and refer matters requiring interpretation or approval to the appropriate Human Resources administration.
12. Attend meetings training sessions and conferences to maintain current knowledge of applicable rules regulations laws technology and procedures related to personnel records and assigned Human Resources functions.
13. May serve as a primary or backup liaison with contractors and services used by the district or department including technical services.
14. Track monitor and process highly qualified requirements and credentials for paraeducators and ensure required documentation is on file.
15. May coordinate the processing tracking and evaluation of general and coaching stipends ensuring assignments are accurately documented and processed in accordance with established procedures. Provide guidance to coaches staff and administrators regarding stipend requirements eligibility documentation timelines and related processes.
OTHER FUNCTIONS
16. Assist with and provide backup for Human Resources administration in presentations training and educational efforts to improve districtwide understanding of and compliance with personnel regulations requirements and procedures.
17. Provide backup and peak-load assistance as needed within the department largely to Human Resource Information Managers and other department staff.
18. Serve on district committees and/or departmental work teams. Model appropriate cooperative and professional behavior including protecting confidential information consistent with district guidelines.
19. May perform other related duties as assigned consistent with the scope and responsibilities of the position.

MINIMUM QUALIFICATIONS
Education and Experience
Education training skills and experience necessary to carry out the assignment.
One year of experience maintaining computerized records systems and performing general office procedures.
K-12 public school Human Resources experience preferred.
Required Knowledge Skills and Abilities
Ability to read write speak and communicate effectively.
Skill in maintaining accurate personnel records and employment data with a high degree of attention to detail.
Demonstrated proficiency using Google Workspace Human Resources Information Systems (HRIS) spreadsheet applications databases reporting tools and other technology used to support Human Resources operations.
Ability to learn and effectively use Human Resources systems and related technology.
Ability to generate analyze reconcile and present custom reports and data in a clean organized and meaningful manner.
Skill in basic computer troubleshooting and problem solving.
Skill in customer service and responding professionally to employees applicants administrators and the public.
Ability to organize prioritize and coordinate multiple assignments while meeting deadlines.
Skill in providing technical guidance and instruction to users with varying levels of technical expertise.
Ability to establish and maintain effective working relationships with a variety of individuals.
Licenses/ Special Requirements
Requires fingerprinting and a background check to determine that there have been no convictions involving physical molestation abuse injury or neglect of a minor.
Must complete training and adhere to the district infection control plan.
Valid Washington State drivers license for travel in and out of the district.
