The following reflects managements definition of essential functions for this job but does not restrict the tasks that may be assigned. Serves as a liaison and primary point of contact on HR-related questions and actions addressing items and coordinating with government leads on delegated matters. Assists in the preparation of all human resources actions to include the hiring action package for civilians military IPAs HQEs and detailees. Hold consultations to develop vacancy announcements and submitting cases for processing. Maintains and updates organizational charts and contact lists. Maintains and updates the welcome package for incoming employees. Generates reports from HR systems e.g. Defense Agencies Initiative (DAI) and the Defense Civilian Personnel Advisory Services (DCPAS). Assists in the development of in-processing and out-processing procedures for all program personnel using DoD consistent procedures. Coordinate and assist the development of strategic manning plans workforce reviews and workload assessments that will benefit the program office. This includes the development of a workforce evaluation process in collaboration with the POM cycle. Assist hiring authorities by advising them of different options advising selection officials on hiring procedures and requirements. Develop a training program and processes for the program office in line with DoD procedures. The training program will assist the hiring managers in the development of their workforce and the continued growth of personnel within the U.S. Government system. Serve as subject matter expert for hiring managers to support understanding of training programs ecosystem. Advises and provides procedural and technical guidance to managers supervisors and applicants. Create reports and presentations for the program office. Provides regular progress updates to HR Leads and Directors regarding personnel actions inquiries Manages the SharePoint site and mailing lists.
Skills/Qualifications: Demonstrated proficiency with Microsoft Office Suite (Outlook Word Excel Teams etc.) Experience preferred with HR systems such as DAI and DCPAS. Ability to prioritize multitask problem solve and adapt in a fast paced environment. Strong interpersonal and customer service skills that foster teamwork and positive relationships. Working knowledge of coordination template and formatting requirements for preparation and approval of reports and briefings. Excellent communicator and relationship manager. Excellent record-keeping skills and meticulous attention to detail. Demonstrated knowledge of HR functions and industry best practices. Works comfortably under pressure and meets tight deadlines. Outstanding organizational and conflict management skills. Strong decision-making and problem-solving skills. Excellent oral and written communication skills required. Location: Onsite at Ft. Belvoir Virginia. Education and Experience: This position requires a bachelors degree. 1-5 years of relevent experience is preferred. Clearance Requirements: This position requires an active Secret security clearance. Must be a U.S. Citizen. Physical Requirements: In addition to the skills and qualifications mentioned above candidates must at a minimum be able to meet the following physical requirements. Ability to lift up to 25 pounds. Ability to use stairs without assistance. Ability to perform repetitive motions with the hands wrists and fingers. Ability to engage in and follow audible communications in emergency situations. Ability to sit for prolonged periods at a desk and working on a computer.
