Job Summary
This position is in Human Resources Office of the Executive Director The Under Secretary for PublicDiplomacy (R Family) of Bureaus U.S. Department of State (R/EX/HR). The incumbent serves as the Human Resources Officer (HRO) and human capital manager for the R Family of Bureaus. The HRO reports directly to the Deputy Executive Director inR/EX and serves as a principal member of the Executive Directors senior leadership team.
- Develops and executes forward-looking human capital strategies that directly support the R Familys mission priorities and align with Department-wide workforce objectives.
- Leads subordinate supervisors to support a customer-centric collaborative and performance-driven culture.
- Develops and executes Bureau-wide Strategic Workforce Plans that assess workforce composition identify capability gaps and close critical skill shortages.
- Leverages hiring authorities (e.g. Schedule A direct hire excepted service) and partners with DHR on sourcing strategies for hard-to-fill positions ensuring alignment with Bureau plans and the Presidents Management Agenda.
- Serves as the final decision authority on complex and sensitive HR matters including grievances classification appeals veterans pass-over decisions Unfair Labor Practices and organizational restructuring or downsizing actions.
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions per 5CFR 300 Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experienceadvising senior leadership on human capital strategy and aligning workforce capacity with mission priorities.
- Experienceleading workforce and succession planning for a large mixed workforce to close skill gaps and ensure continuity.
- Experiencemanaging an HR program portfolio and serving as final decision authority on complex and/or sensitive HR matters.
- Experienceleading HR process improvements and automation including performance metrics to drive accountability.
- Experience representing HR equities before external administrative bodies.
There is no substitute of education for specialized experience for the GS-15 position.
