Job Summary
Human Resources Manager
National Institute of Aerospace (NIA) located in Hampton Virginia has an immediate opening for a Human Resources (HR) Manager. This position may be considered for part-time status depending on the candidate. The HR manager will oversee and manage key HR functions including recruitment employee onboarding and offboarding benefits and compensation administration HR policies and procedures employee relations and employee morale. This position will also ensure compliance with applicable federal and state employment laws regulations and company policies. The anticipated annual base salary range for this position is $75000 - $90000. Actual compensation will be determined based on qualifications skills experience education and business addition to base pay eligible employees may participate in a comprehensive benefits package including medical dental vision paid time off and retirement benefits. The position is based in Hampton but a hybrid work arrangement may be considered for an exceptional candidate.
Primary Responsibilities:
- Administer employee benefit program including open enrollment benefit enrollment changes and terminations process invoices transmit and reconcile retirement and health savings account contributions and work with benefit providers and the benefit broker to resolve issues and concerns.
- Oversee compensation program including administration of annual compensation review maintenance of compensation structure and making recommendations to ensure internal equity and external competitiveness and alignment with business objectives.
- Manage annual performance review process and provide guidance and support to supervisors on performance management.
- Coordinate and conduct recruitment activities including job postings candidate screening reference checks offer preparation and onboarding.
- Coordinate and conduct employee offboarding employment verification and exit interviews.
- Develop recommend and implement HR procedures and processes that improve efficiency consistency and effectiveness.
- Monitor compliance with federal and state employment laws and regulations recommend appropriate actions and ensure adherence to established company policies and standards.
- Maintain accurate and confidential personnel files and HRIS records in ADP Workforce Now.
- Serve as resource to employees and leadership regarding HR policies benefits workplace practices and employee relation matters.
- Maintain confidentiality and exercise sound judgment when handling sensitive employee and organizational information.
- Report to the Senior Director of Research & Operations on all other duties as assigned.
Requirements:
- Bachelors degree in Human Resources Business Administration or a related field and minimum of 5 years of relevant HR experience or equivalent.
- Experience administering HR functions in a HR management capacity.
- Experience with an HRIS ADP Workforce Now experience preferred.
- Strong knowledge of federal and state employment laws regulations and employment practices.
- Strong office administration and computer skills including proficiency with Microsoft Office.
- Excellent planning organizational interpersonal problem-solving and written and verbal communication skills.
- Strong attention to detail and ability to maintain accurate records.
- Demonstrated ability to handle confidential and sensitive information with discretion and professionalism.
- Ability to work independently prioritize competing demands and manage multiple activities with short turnaround times in fast-paced environment.
- Strong judgment and the ability to communicate effectively with employees and leadership.
- Ability to successfully complete a background investigation required to obtain a NASA badge.
Desired Skills:
- Experience with ADP Workforce Now.
- Experience with employment visa processing (H-1B).
