An established and highly respected engineering and infrastructure services organization is seeking an experienced Human Resources Manager to lead HR operations and support a growing workforce across multiple locations.

Youll play a key leadership role while working alongside executives and operational leaders in a collaborative fast-paced environment.
The Human Resources Manager will oversee all aspects of the HR function including employee relations talent acquisition compliance compensation benefits performance management training and HR strategy. This individual will serve as a trusted advisor to leadership while ensuring compliance with federal state and local employment laws including regulations applicable to federal contractors.

- Lead all day-to-day Human Resources operations.
- Partner with executive leadership and department managers on employee relations workforce planning and organizational development.
- Ensure compliance with all federal state and local employment laws and federal contractor requirements.
- Develop implement and maintain HR policies procedures and best practices.
- Oversee recruiting interviewing hiring onboarding and employee retention initiatives.
- Manage employee benefits administration and compensation programs.
- Administer performance management and employee development programs.
- Provide guidance on employee relations matters investigations corrective actions and conflict resolution.
- Maintain HRIS records and required government reporting.
- Lead Affirmative Action and Equal Employment Opportunity compliance initiatives.
- Coordinate management training on interviewing performance management workplace compliance harassment prevention and leadership development.
- Prepare and manage the annual HR department budget.
- Oversee exit interviews and analyze turnover trends to improve retention.
- Supervise and mentor Human Resources staff.
- Travel periodically to support regional offices recruiting events and company meetings.
- Bachelors degree in Human Resources Business Administration or related field (or equivalent experience).
- 5 years of Human Resources management experience.
- Strong knowledge of California employment law and federal employment regulations.
- Experience supporting organizations with federal contracting requirements is highly preferred.
- Construction engineering infrastructure manufacturing utilities or industrial industry experience is preferred.
- Experience with employee relations performance management compensation benefits recruiting and compliance.
- Excellent communication leadership and problem-solving skills.
- Ability to build strong relationships with employees at every level of the organization.
- Experience with Davis-Bacon Act or prevailing wage compliance.
- Experience supporting multi-site operations.
- PHR SPHR SHRM-CP or SHRM-SCP certification is a plus.
