Human Resources Manager A (Classification & Compensation Manager)

The Louisiana Department of Transportation and Development (DOTD) is seeking an experienced Human Resources Manager A to serve as the working manager of the Headquarters Classification and Compensation Unit within the Compensation & Staffing (C&S) Section.

This is a hands-on management position. The selected candidate will not serve solely in an administrative oversight addition to managing DOTDs statewide classification and compensation programs and directly supervising three professional Human Resources Specialists the incumbent will personally perform and lead the units most complex sensitive and high-impact classification and compensation assignments.

The position is responsible for classification and compensation activities affecting more than 5000 positions across at least 26 occupational groups and multiple locations statewide. The incumbent analyzes complex position and pay matters advises DOTD executives and management and develops recommendations involving classification compensation organizational structure internal equity and workforce trends.

This position works closely with the DOTD Undersecretary executive staff appointing authorities State Civil Service and other internal and external stakeholders. The incumbent also prepares and presents recommendations for consideration by executive leadership and the Standing Committee on Human Resources.

This role is ideal for an experienced HR professional who thrives in a fast-paced policy-driven environment; possesses strong analytical and leadership skills; and is comfortable advising executive leadership on complex sensitive and high-impact workforce matters.

Qualifications

Seven years of human resources experience; OR

Six years of full-time experience in any field plus four years of human resources experience; OR

A bachelors degree plus four years of human resources experience; OR

An advanced degree in human resources business administration public administration industrial and organizational psychology organizational behavior or a Juris Doctorate plus three years of human resources experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP) Professional in Human Resources (PHR) or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information

Job Duties:

  • Manages DOTDs Classification and Compensation programs and directly supervises three professional HR staff responsible for classification reviews compensation analysis discretionary pay actions and related workforce matters.
  • Plans and assigns work reviews staff work products evaluates performance approves leave provides training and guidance and continually evaluates unit processes for effectiveness and efficiency.
  • Ensures compliance with federal and state laws State Civil Service rules executive and departmental mandates and DOTD classification and compensation policies.
  • Advises DOTD executives appointing authorities supervisors and managers on complex and sensitive classification pay internal equity organizational and compensation policy matters.
  • Manages agency reorganizations and classification or pay-change initiatives including reviewing position papers compensation analyses fiscal impacts approval documents and recommendations prepared for executive and committee consideration.
  • Reviews and recommends Fair Labor Standards Act classifications for new and existing positions and coordinates required position and system updates with appropriate HR units.
  • Prepares and oversees compensation turnover planned-vacancy SF-3 compliance salary survey fiscal-impact and other workforce reports requested by executive management the Budget Section State Civil Service and the Standing Committee on Human Resources.
  • Coordinates special projects such as job studies desk audits compensation reviews data surveys agency job assessments and requests involving classified or unclassified positions.
  • Investigates allegations of employees performing duties outside their classification conducts or oversees position audits prepares findings and recommends appropriate corrective action.
  • Monitors State Civil Service rule changes and other legal or policy developments and provides guidance training and recommendations for related DOTD policy or procedural updates.
