Description

The Human Resources team seeks aHuman Resources (HR) Generalistto join the Administration Department of theNorth Central Texas Council of Governments. This position aims to assist with Human Resources related duties at the professional level and function in an HR Generalist capacity by supporting the department goals and objectives. The HR Generalist will support an employee population of approximately 420 employees.

This position may also assist with Human Resources related duties in some or all of the following functional areas: employee relations training recruitment and employment equity programs and administer employee health and retirement plans agency-wide. Provides administrative support to Human Resources function as needed (e.g. correspondence generation record keeping file maintenance HRIS entry). Ensures plans are administered in accordance with federal and state regulations and plan provisions are followed. Plans and implements projects (timelines and milestones) for key initiatives as needed.

Responsibilities include but are not limited to:

  • Develop and conduct presentations trainings and workshops regarding HR initiates and topics.
  • Lead the training and development of our people bridging skills gaps and providing opportunities for all employees to reach their definition of fulfillment and success at NCTCOG.
  • Assist HR leaders with employee relations matters including employee concerns workplace issues investigations conflict resolution and the consistent application of company policies and practices.
  • Partners with HR Leadership and stakeholders to conduct system implementations. This will be a project focus of the HR team over the next 18 months.
  • Creates implements and facilitates highly independent project work in a specialized area of human regulations and assists HR Management in planning for the agencys present and future needs in all areas of HR Management.
  • Assists in administration of the compensation plan by evaluating best practices and developments in applicable laws to drive changes in equity plan design and implementation.
  • May assist in recruitment efforts; maintains records; assists in developing recruitment advertising; places advertisements in various publications; develops and maintains relationships with employment agencies universities and other recruitment sources; works with managers and supervisors with issues related to recruiting and coordinating job announcements with advertising agencies.
  • Updates the compensation structure on the HRIS and payroll system; updates job descriptions; and maintains relevant records reports and logs pertaining to applicant flow.
  • Assist in the analyzes of data and organizes in a fashion that lends itself to understanding what the data means in order to facilitate management decision making and/or timely appropriate corrective action taken.

Technical and Hard Skills

  • Employment Law Compliance: Knowing local state and federal labor regulations (such as FMLA ADA and FLSA) to support the agency.
  • Technology Mastery: Experience with operating platforms to support HR operations as it relates to Applicant Tracking (DelTek Talent Management) Onboarding (DelTek Talent Management) Performance Management (DelTek Talent Management) Learning Management System (Cornerstone) and Project Management Systems (SmartSheet). Experience with the Microsoft Office Suite required (Outlook Word PowerPoint B
  • Data and Metrics Analysis: Reviewing workforce reports turnover rates and compensation trends to guide agency decisions.

  • Conflict Resolution: Mediating workplace disputes and handling tough conversations with respect.

  • Discretion and Ethics: Maintaining absolute confidentiality with sensitive personnel files and data.
  • Time Management: Juggling urgent compliance issues daily administrative requests and long-term projects smoothly.

Required Experience & Education

  • 3 years minimum experience in a Human Resources position. Preferred experience in benefits administration.
  • Bachelors degree in a business-related field.
    • A total of 9 years of related experience may be used in lieu of a bachelors degree.

Compensation:

  • FLSA: Exempt
  • Range: 61059.00 - $71000.00 - depending on skills qualifications and experience.

Officing:

  • This position is in-office 4 days per week.

An employee becomes forty percent (40%) vested in NCTCOGs contributions after three full years of employment. An additional fifteen percent 15%) is vested for each additional year of employment. An employee becomes fully vested after seven years of employment.
