Job Summary
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for an HR Specialist (Employee Relations/Labor Relations) Position Description Number T5021P01 and is part of the WI JFHQ-HRO Wisconsin National Guard.
This position is in the Excepted Service under the authority for Title V P.L. 114-328 Sections 932 and 1084 (FY17 NDAA)
- Provides program management and guidance for the Performance Management Program.
- Coordinates between management and HR Development Specialist in the development of performance improvement plans.
- Responsible for labor contract negotiations and administration that include multiple contracts and multiple bargaining units within the State.
- Develops and represents the states position in administrative proceedings such as unfair labor practices grievance proceedings impasses and arbitrations.
- Advises managers about appropriate disciplinary or other corrective techniques responsive to a range of conduct and performance problems.
- Conducts extensive probing and analysis to identify obscure or underlying causes of misconduct or poor performance while focusing managers and supervisors on all the processes of performance management including planning monitoring developing and rewarding performance as well as the rating process.
CONDITIONS OF EMPLOYMENT:
- Must be able to obtain and maintain the appropriate security clearance.
- Ability to establish effective professional working relationships with coworkers and customers contributing to a cooperative working environment and successful accomplishment of the mission.
- May occasionally be required to work other than normal duty hours; over/comp time may be required.
- May require travel in military and/or commercial aircraft to perform temporary duty assignments.
- The work may require the incumbent to drive a motor vehicle; if so an appropriate valid drivers license is mandatory.
- This position is designated as Essential Personnel and may be subject to duty in preparation for or in response to a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- May be subject to furlough actions.
- Acceptance of a Federal position may terminate Tricare Tricareeligibility.
- Males born after 31 December 1959 must be registered for Selective Service.
GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
- Skilled in collecting and analyzing data effectively efficiently and accurately;
- Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
- Ability to write English in reports and presentation formats;
- Ability to communicate clearly and effectively;
- Skilled in presenting formal training presentations and briefings;
- Ability to assess body language and perceive emotional and/or distress levels; and
- Skilled in applying procedures and directives by reading and interpreting program material.
An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office contacting a VA call center or online.
NOTE: Active Duty military members will be required to submit a DD-214 prior to appointment. All other required documents must be uploaded while the announcement is open. Late submissions will not be accepted.
If claiming 10 point preference you will need to submit a Standard Form SF-15 Application for 10-point Veterans Preference.
