HR Manager Contract

A government municipality is seeking an experienced HR Manager t for a three-month contract engagement. The HR Consultant will lead human resources operations and act as a strategic partner to leadership supporting the full scope of the HR function from policy and compliance to compensation employee relations and organizational strategy. The ideal candidate brings hands-on labor relations experience and a proven track record working directly with unions in a public-sector or similarly structured environment.

Develop and implement HR policies and procedures that align with organizational goals and legal requirements

Administer compensation and benefits programs ensuring competitiveness and internal equity

Serve as a liaison between upper management and employees fostering clear and consistent communication

Lead labor relations efforts including union negotiations grievance resolution and contract administration

Support and guide the performance review process across departments

Resolve workplace conflicts through fair consistent and timely intervention

Ensure ongoing compliance with local state and federal employment laws and regulations

35 years of progressive HR management experience including direct labor relations and union experience (required)

Demonstrated experience negotiating with and managing relationships with labor unions

Strong working knowledge of employment law at the local state and federal level

Experience administering compensation and benefits programs

Proven ability to resolve conflict and mediate sensitive employee relations matters

Excellent communication skills with the ability to act as a trusted liaison between staff and leadership

Bachelors degree in Human Resources Business Administration Public Administration or a related field (or equivalent experience)

Experience in public sector or municipal government HR

HR certification such as SHRM-CP SHRM-SCP PHR or SPHR

Experience developing HR strategy at an organizational level
