Department History Overview

Harris County Resources for Children and Adults was founded in 1966 as the Harris County Child Welfare Board to provide support services for children taken under the wing of the Texas Department of Family and Protective Services. Fifty years later Harris County Resources for Children and Adults still provides this support. But the now-county department has expanded services for early prevention intervention and adult services.

Brief Position Overview:

Under the supervision of the Director of The HAY Center Housing & Foundation Advancement the Housing Campus Supervisor is responsible for overseeing the initial phase of the Housing Continuum (assessment application and lease-up process) housing navigation services and supervision of case management services provided to The HAY Center Campus apartment residents. The Campus Housing Supervisor is also responsible for ensuring program compliance with HUD regulations Harris County Housing and Community Development Council of Accreditation (COA) requirements and requests of the Harris County Resources for Children and Adults Program Development.


Duties & Responsibilities:

  • Provides supervision to the Housing Navigator Case Manager (providing housing readiness and navigation services) and 2-3 Housing Readiness/Stabilization Case Managers providing services to residents at the HAY Center Campus. Supervision includes staffing and individual conferences with staff to review concerns and notifies direct supervisor of any possible issues identified for action and staff appraisals and timesheets.

  • Reviews enters and maintains an electronic database monitoring the progress of referrals through the Housing Continuum Program from assessment through lease up process.

  • Assigns cases monitors caseloads of the housing readiness/stabilization case managers and navigator. Completes case reviews to ensure case documentation is completed within established time frames and that action items have been completed in a timely manner.

  • Ensures that staff achieves goals/objectives of the HAY Centers Campus Housing Program fulfills all grant measures and outcomes and follows all program policies/procedures which includes budget management.

  • Works closely with internal programs the apartment management team the Harris County Housing Authority and Harris County Housing and Community Development to ensure youth are receiving services as needed to remain stably housed.

  • Completes monthly quarterly and yearly reporting to ensure compliance and deliverables are met.

  • Participates in HAY Center/Housing Continuum events as needed. Assists in planning Housing related workshops and activities

Requirements

Education:

  • Bachelors degree in Social Work Social or Human Services or closely related field.

Experience:

  • Minimum three (3) year of full-time paid work experience working in a social service setting with transition age youth who have challenging life circumstances.

  • Must have two (2) years of supervisory experience in social services case management setting.

  • Must have experience working with or knowledge of public housing and housing subsidies.

  • Training and experience using a personal computer with a variety of software including Microsoft Office.

Licensure:

  • Reliable transportation with a valid Texas drivers license and auto liability insurance.

  • Ability to become CPR/First Aid certified.

Knowledge Skills & Abilities:

  • Knowledge of the transitional needs including life skills and linkages for youth aging out of the foster care system.

  • Must have some knowledge of public housing and housing stability.

  • Must be responsible and self-disciplined.

  • Works independently in a fast-pace environment.

  • Possess excellent verbal and written communication skills.

  • Self-motivated and possess excellent time management skills.

  • Have good public relations.

  • Possesses excellent organizational skills.

  • Must be detailed oriented.

General Information

Position Type and Typical Hours of Work:

  • Regular Full-Time

  • Saturday -- Wednesday 8:00 a.m. -- 5:00 p.m.

Salary:

  • Depends on Qualifications.

  • Based on 26 Pay Periods

  • Plus Mileage Reimbursement
