Job Summary

Summary

The United States Capitol Police (USCP) safeguards the Congress Members of Congress employees visitors and Congressional buildings and grounds from crime disruption and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe secure and open environment.


Duties

This position is located within the USCPAssistant Chief of Police for Uniformed Operations Operational Services Bureau(OSB) Hazardous Incident Response Division (HIRD) Hazardous MaterialsResponse Team (HMRT).

Duties

Lead a comprehensive and fully operational Chemical Biological RadiologicalNuclear and Explosive (CBRNE) Incident Response Program by responding tothreats and conducting consequence management operations throughinvestigation mitigation evacuation and personnel decontamination. Managethe USCP Hazardous Materials Response Team providing emergency responseLife Saving services. Plan and monitor the hazardous incident response program including logistics budget and acquisition policies and procedures organize operations perform emergencyoperations and analysis and provide recommendations regarding preventionintervention and mitigation of hazardous materials incidents.

Supervise specialists who provide training that focuses on development of the knowledgeand skills of hazardous materials and emergency medical responders. Govern thework that involves design development delivery documentation and assessmentof training programs pertaining to hazardous materials incident response andrecovery by the HMRT staff.

Oversee the Departments Emergency Medical Response element guiding theadministration and management of training programs for sworn employees to serveas certified emergency medical responders. Serve as agency liaison with partnerentities to ensure compliance with established agreements procedures andtraining required for the emergency medical program.

Serve as the Departments Respiratory Protection Program (RPP) Administratorresponsible for the execution enforcement and maintenance of the appropriate medical surveillance recordkeeping respirator selectiontraining and fit testing for all employees requiring respiratory protectionequipment.

Please note this position is NOT covered underthe Capitol Police Retirement Act (CPRA).

Conditions of employment

    Must be a U.S. citizen. Must possess and maintain a valid REAL ID U.S. Drivers license. Must possess or be able to obtain and maintain a Top-Secret Security Clearance. Must successfully pass a medical evaluation which will be required annually. Must successfully complete background investigation. Must complete a one-year probationary period. Must possess the following certifications accredited by the National Board on Fire Service Professional Qualifications (NBFSPQ) or the International Fire Service Accreditation Congress (IFSAC): Hazardous Materials Technician Hazardous Materials Branch Officer Hazardous Materials Safety Officer Hazardous Materials Incident Commander. Must possess the following certifications: ICSMust possess and maintain one of the following at the National Registry level: Emergency Medical Technician (NREMT) Advanced Emergency Medical Technician (NRAEMT) or Paramedic (NRP).

    Qualifications

    In order to qualify you must meet the experience requirements described below.

    For theCP-10 level you must have one year (52 weeks) of specialized experienceequivalent to the CP-09/GS-11: Significant supervision of components of aChemical Biological Radiological Nuclear and Explosive (CBRNE) incidentresponse program and personnel. Planningand directing hazardous materials incident response operations. Developing andmonitoring training programs for CBRNE incident response and emergency medicalresponder certifications. Determiningequipment and resource requirements to ensure operational readiness for CBRNEincidents. Providing input in the budget preparation process.

    In addition to the specializedexperience described above:

    Forthe CP-11 level you must have one year (52 weeks) of specialized experienceequivalent to the CP-10/GS-12: Substantial management of a comprehensive fullyoperational Chemical Biological Radiological Nuclear and Explosive (CBRNE)incident response program. Service as a subject matter expert in CBRNE incidentresponse investigation mitigation evaluation and personnel knowledge and ability to manage CBRNE incident response planshazardous materials training emergency medical responder and respiratoryprotection programs. Competency in planning and guiding budget preparationprocess and monitoring execution.

    In addition to the specializedexperience described above applicants:

    Forthe CP-12 level you must have one year (52 weeks) of specialized experienceequivalent to the CP-11/GS-13: Mastery in leading a comprehensive fullyoperational Chemical Biological Radiological Nuclear and Explosive (CBRNE)incident response program. Service as an expert authority in responding toCBRNE incidents conducting consequence management operations throughinvestigation mitigation evaluation and personnel decontamination. Managementand oversight of enterprise-wide CBRNE incident response plans hazardousmaterials training emergency medical responder and respiratory protectionprograms. Proficiency in budget formulation and execution.

    ALL APPLICANTS MUST possess Hazardous Materials (HM) Technician HM Branch Officer HM Safety Officer and HM Incident Commander certifications accreditedby either the National Board on Fire Service Professional Qualifications(NBFSPQ) or the International Fire Service Accreditation Congress (IFSAC) andbe able to display and apply knowledge and training from the certification.

    Applicantsmust also possess one of the following: National Registry of Emergency MedicalTechnicians certifications; EMT AEMT or Paramedic.

Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct such as illegal drug use arrests or convictions may not be automatically disqualifying. However deliberate misstatements omissions or intentionally withholding required information at any phase of the hiring process will result in a candidates disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
