Job Summary
General Purpose: The Government Contract Specialist is responsible for preparing negotiating securing and managing government contracts in compliance with strict legal and regulatory requirements. This role requires deep knowledge of federal and state procurement regulations including the Federal Acquisition Regulation (FAR) Defense Federal Acquisition Regulation Supplement (DFARS) Cybersecurity Maturity Model Certification (CMMC) as well as export control regulations including the U.S. Department of States International Traffic in Arms Regulation (ITAR) and the U.S. Department of Commerce Bureau of Industry and Securitys (BIS) Export Administration Regulations (EAR). The Specialist will lead contract processes from proposal development through closeout ensuring full compliance operational efficiency and alignment with organizational (s) Available8:00 AM to 5:00 PM Monday through FridayDuties and Responsibilities(other duties may be assigned):Proposal DevelopmentCollaborate with proposal writers subject matter experts and technical teams to develop clear compliant and competitive proposals fully address solicitation requirements and evaluation submissions to highlight the organizations unique value proposition and detailed reviews to ensure accuracy consistency and ManagementEnsure adherence to applicable federal and state regulations including FAR DFARS CMMC and as well as applicable export control regulations including ITAR and EAR when contracts proposals and support documentation for legal and procedural and resolve potential compliance issues to prevent disqualification or audit up-to-date knowledge of regulatory changes and industry Administration & ManagementOversee the full lifecycle of awarded contracts from award through contract performance and ensure all deliverables and obligations are contract modifications amendments and compliance issues and coordinate corrective actions when ManagementIdentify risks related to export control compliance and develop mitigation strategies to prevent violations penalties or operational leadership on risk implications and recommended & ReportingEnsure timely and accurate completion of contract closeout all deliverables reporting requirements and financial obligations are and submit final reports and strong relationships with contracting officers and agencies to support future CoordinationServe as a liaison between internal departments including legal finance and project management effective communication to ensure smooth contract execution and alignment across cross-functional collaboration to resolve issues and drive & DocumentationPrepare clear persuasive and compliant written materials including proposals reports and contract complex legal and technical information in a clear and concise accurate and organized contract records and ComplianceEnsure compliance with U.S. export control laws and regulations including the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) for applicable contracts. Review contract requirements and project scope to identify export-controlled materials data or technologies. Coordinate with legal and compliance teams to obtain necessary licenses or approvals. Support the development and implementation of export compliance procedures including handling controlled unclassified information (CUI). Provide guidance to internal teams to ensure proper handling storage and transmission of export-controlled Requirements:To perform this job successfully an individual must be able to perform each essential duty satisfactorily. Licenses and Certifications:Valid drivers license Federal Acquisition Certification for Contracting Officers Representatives (FAC-COR) and/or Government Contract Manager (CGCM) Demands:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
