Job Summary

Position Summary

LCI is seeking a highly skilled and analytical General Engineer / Architect (Portfolio Optimization) to specialize in pre-design planning requirement formulation and asset management for facility infrastructure portfolios. This position develops initial work scopes conducts cost estimations and manages technical data systems to support sustainment restoration modernization and new construction projects. The professional collaborates with cross-functional technical teams to analyze environmental considerations review design charrettes and prepare strategic briefings for organizational leadership.

Duties & Responsibilities

  • Develop comprehensive architectural and engineering work scope data for future construction and facility modernization initiatives.
  • Prepare process and manage standardized administrative forms to formally record project requirements.
  • Oversee data management information tracking systems and configuration controls for infrastructure assets.
  • Formulate detailed cost estimations budget baselines and resource projections for multi-scale projects.
  • Analyze coordinate and track project-related environmental concerns compliance factors and mitigation steps.
  • Conduct structural charrette reviews and analyze facility and utility system design options during early planning phases.
  • Prepare and present high-level technical briefings portfolio metrics and status reports for organizational leadership.
  • Document administrative program files project processes peer reviews and technical evaluation reports.
  • Facilitate formal project conferences planning workshops stakeholder involvement sessions and risk communication briefs.
  • Track and apply complex regulatory changes across changing federal state and institutional environmental statutes.
  • Conduct business process analysis research data gaps and provide reach-back recommendations for past initiatives.
  • Communicate technical objectives and portfolio needs clearly with civilian workers engineering partners and leadership.

Education & Experience Requirements


  • Education: Bachelors degree or higher from an accredited institution in one of the following specific fields:
  • Engineering degree from an ABET-approved program in Civil Mechanical or Electrical Engineering.
  • Architecture degree from an NAAB-approved program.
  • Experience: Minimum of 3 years of professional experience in facility design structural construction or project planning and development.
  • Security Clearance: Must possess and maintain an active Secret security clearance.
  • Citizenship: United States citizenship is strictly required.
  • Licensing: Valid state-issued drivers license to travel independently across local construction and job sites.


Skill & Certification Requirements

  • Portfolio & Planning Mastery: Deep understanding of civil architectural electrical mechanical and structural engineering concepts applied to long-term portfolio optimization.
  • Technical Document Analysis: Proficient in reading interpreting and validating multi-layered architectural and engineering drawings and technical specifications.
  • Data Management: Advanced capability to organize complex asset databases track information packages and maintain audit-ready program files.
  • Strategic Communication: Exceptional capability to translate technical engineering concepts into clear punchy visual graphics and verbal briefings for executives.
  • Safety & Environmental Awareness: Strong foundational knowledge of construction safety procedures environmental regulations and building codes.
  • Software Tools: Mastery of administrative productivity tools including word processing complex spreadsheet calculations and database management systems.
  • Spatial Mapping Systems: Functional capability to interpret reference and navigate Geographical Information Systems (GIS).
  • Highly proficient in business software applications (i.e.: Microsoft Office Outlook Word Excel Project SharePoint and PowerPoint)
  • Position requires sitting for long periods of time. (Sedentary Work)
