Job Summary

Summary

King County Records & Licensing Services (RALS) invites applications from experienced regulatory professionals to be considered in filling the Project/Program Manager III position. This position is responsible for leading and supervising a team of licensing inspectors in ensuring compliance with and enforcing King County Code and ordinances for taxicabs for-hire driver licensing and transportation network companies (TNCs). This position is responsible for providing program oversight to operations personnel activity and performance management and developing and implementing county/department/division initiatives. This position will report to the Licensing Operations Manager.

The King County Licensing office provides regulation and enforcement of the for-hire transportation industry in Washingtons most populous county and is charged with safeguarding passengers drivers and the public. ABOUT RECORDS & LICENSING SERVICES (RALS)
Records and Licensing Services Division (RALS) - King County Washington
Records and Licensing Services operates within a statutory framework that is prescribed by state law and county code. Many of the services administered by RALS are mandated by state law and are provided within King County on a regional basis across jurisdictional boundaries. RALS also provides certain local services to unincorporated King County and by contract with many local municipalities throughout King addition RALS is responsible for providing internal services that are necessary for purposes of business efficiency and/or meeting various legal responsibilities.

RALS is responsible for:

  • Recording documents related to real property sales and other transactions and making them accessible for members of the public businesses and other government agencies
  • Collecting and dispersing real estate excise tax payments on the conveyance of real property in King County
  • Providing licensing and information services and promoting public safety by administering and enforcing vehicle and vessel licensing and taxi and transportation network company (TNC) regulations
  • Providing internal mail services and physical and electronic records management services to all county agencies
  • Providing animal care and control services for the protection of property human health and safety and promoting responsible pet ownership and animal welfare through education and licensing programs via public and private sector partnerships

The Licensing office ensures comprehensive oversight of the for-hire transportation industry which includes licensing (drivers vehicles dispatch agencies) code enforcement and regulatory partnership with the City of Seattles Consumer Protection Division (CPD) the licensing office oversees the for-hire transportation industry in unincorporated areas of King County and extends its regulatory services through interlocal agreements to 16 municipalities and the Port of Seattle (specifically Seattle-Tacoma International Airport). CPD regulates the for-hire transportation industry within Seattle city limits.

The Licensing office is responsible for providing vehicle and vessel licensing services for King County and under contract with the Washington State Department of Licensing (DOL) as set forth in Revised Code of Washington (RCW) 46.01.140. The King County Licensing office subcontracts with 21 private business owners to deliver vehicle and vessel licensing services from location across King County.

Job Duties

Scope of Job Duties: To be considered for this opportunity you must at a minimum demonstrate skill and ability to:

Prioritize schedule and assign daily work establish and adhere to agency goals supervise and support licensing for-hire inspectors and celebrate accomplishments in a creative and positive way to help sustain a healthy workplace culture;

Experience leading or supervising coaching and motivating employees to work to their full potential and capabilities;

Strategize organize and coordinate field compliance activities education and enforcement efforts with for-hire industry stakeholders;

Develop and maintain policies and procedures related to the development and implementation of the King County for-hire compliance and enforcement program in accordance with relevant federal state and local regulations including the King County for-hire code;

Organize coordinate lead and perform regularly scheduled field inspections for drivers and vehicle licensees regional dispatch agencies and TNC licensees.

Conduct periodic performance evaluations monitor work quality and quantity. Establish performance metrics and coach counsel and mentor based on those metrics;

Discuss individual performance with employees and recommend training or development plans take corrective measures as appropriate including counseling written reprimands and letters regarding disciplinary actions

Perform other duties as assigned.

Experience Qualifications Knowledge Skills

We are looking for candidates who

  • Have a demonstrated background providing excellent customer service and the ability to prioritize and delegate tasks;
  • Demonstrate a strong command of the King County for-hire code (chapters 6.64 and 6.65) and City of Seattle Municipal Code (chapters 6.310 and 6.311) as well as related public rules Washington Administrative Code (WAC) and Revised Code of Washington (RCW).
  • Have demonstrated experience successfully leading and supervising people while establishing and maintaining effective working relationships. Must be able to work collaboratively in a diverse team and community environment while maintaining composure in high pressure and/or adversarial situations;
  • Have experience in conflict resolution problem solving and negotiation to tactfully defuse potentially stressful situations while maintaining composure and tact;
  • Are comfortable in an electronic environment examining and analyzing data to generate new information and statistics to discern patterns anomalies and trends using a variety of analytical skills and tools.
  • Have the ability to prepare and present moderate to complex information to a variety of audiences including but not limited to administrative hearing officers judges in a court of law senior management other stakeholders and staff;
  • Perform investigations and inspections including interviewing witnesses collecting evidence determining or recommending courses of action completing investigation reports issuing written warning notices and citations;
  • Foster positive and effective relationships with interagency contacts when working with internal and external partners including agency staff City of Seattle Port of Seattle representatives other state and local agencies and the general public.
