Job Summary
This vacancy is for a GSFinancial Mangement Specialist located in the Department of Homeland Security U.S. Coast Guard CIVIL ENGINEERING UNIT PROVIDENCE-PRODUCT LINE in WARWICK Rhode Island.
You will serve as a/an Financial Mangement Specialist within a multi-disciplinary architectural and engineering team. You will assist in the administration of CEU financial and property management programs and supports budget execution financial reporting reconciliation activities and property accountability functions under the guidance of senior financial management personnel and supervisory staff.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Assisting in the execution and tracking of multiple financial accounts including Depot Level Maintenance (DLM) Operational Level Maintenance (OLM) Environmental Compliance and Restoration (EC&R) and Procurement Construction and Improvements (PC&I) funding.
- Preparing funding documents tracking allotments monitoring obligations and expenditures and maintaining financial records.
- Collecting compiling and analyzing financial data from accounting systems reports and historical records.
- Maintaining budget spreadsheets databases and tracking systems used to monitor account balances and project funding status.
- Reviewing routine requests for expenditures to verify accounting classifications and compliance with established procedures.
- Supporting contract funding administration by monitoring obligations modifications invoices and payments and identifying routine discrepancies for resolution.
- Preparing recurring and ad hoc financial reports compiling financial information and maintaining spreadsheets and databases used for financial reporting.

QUALIFICATIONS REQUIREMENTS: To qualify for this position you MUST meet all of the following requirements by the closing date of this announcement.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCEis experience that has equipped the applicant with the particular knowledge skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable an applicants one full year of specialized experience must demonstrate the knowledge skills and abilities necessary for successful job performance.
GS-07: In order to qualify for this position at the GS-07 level your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-05level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-05 level include performing the following types of tasks on a regular and recurring basis:
- Assisting with routine financial management or budget support activities such as maintaining financial records; tracking obligations expenditures or account balances; preparing or reviewing routine financial documents or reports; collecting and compiling financial data; reconciling financial records; maintaining spreadsheets or databases; and providing administrative or procedural support related to financial management accounting budget execution or property accountability.
- Education: Successfully completed (1) full year of graduate level education (18 semester hours) that is directly related to this position and has provided the knowledge skills and abilities necessary to do the work of this position.. - Superior Academic Achievement (S.A.A.): successfully completed a 4-year course of study above high school leading to a bachelors degree and that meet the criteria for Superior Academic Achievement (S.A.A.) as evidenced by one of the three following methods:(1) class standing (2) grade-point average or (3) honor society membership. Education MUST be related to the nature of the advertised position to qualify. A transcript must be submitted with your application if you are basing your qualifications on education.
