Introduction
The Maryland Public Service Commission is seeking a Senior Advisor to the Commissioners focusing on policy matters related to PJM Interconnection Inc. (PJM) and the Federal Energy Regulatory Commission (FERC) that impact Maryland. This position will directly support the Commissioners by conducting research and providing advice on various policy legal and technical issues as well as performing other duties. Excellent written and verbal analytical and communications skills are required to perform the duties of this position. The Commission is looking for three experts in PJM and FERC matters with backgrounds in either engineering economics or law.

POSITION DUTIES
This Advisor role will directly support the Commissioners conducting research and providing advice on various technical/policy issues as well as other duties.
Providing support assistance and recommendations in matters relating to energy focused on FERC and PJM and in other matters before the Commission.
Participating in Commissioner meetings administrative meetings and hearings.
Participating in relevant meetings stakeholder groups and proceedings related to PJM and before FERC.
Preparing reports and handling sensitive projects for the Commissioners.
This is a Political Special Appointment position and serves at the pleasure of the Appointing Authority.
MINIMUM QUALIFICATIONS
Education: Possession of a bachelors degree from an accredited four-year college or university in engineering economics law or related degree.
Experience:Four years of experience performing legal utility energy engineering or economic policy analysis or related duties.
AND
Two years of experience working on issues related to PJM and/or FERC.
Note: An advanced degree may be substituted for the required experience on a year-for-year basis.
DESIRED OR PREFERRED QUALIFICATIONS
A Graduate Degree or Juris Doctorate.
Ratemaking experience at state regulatory commission consumer advocate or utility.
Knowledge and a practical understanding of electricity and gas industries and wholesale markets.
Knowledge and practical understanding of FERC and PJM and the Federal Power Act.
Knowledge of transmission planning or operations or power plant operations.
Knowledge of PJM Tariff Reliability Assurance Agreement and Operating Agreement and Manuals.
