Job Summary
Responsible for developing implementing and monitoring staff training programs at IHSC health care facilities. Oversees accreditation readiness compliance training risk management quality improvement infection control emergency preparedness BLS certification fit testing training records reporting and special Health Operations Unit projects.
This position is only open to USPHS officers and Call to Active Duty (CAD) candidates
DUTIES AND RESPONSIBILITIES:
- Administration:
- Works collaboratively with the health services administrator and assistant health services administrator as the subject matter expert and key advisor in the management development implementation and monitoring of training programs.
- Provides leadership develops and maintains staff training and education to ensure facility health services staff are appropriately trained in coordination with FHPM FHSO and IPO for the following IHSC programs of responsibility: accreditation readiness and standards compliance; risk management; quality improvement; infection control; occupational health; environmental health safety and security; and all hazards emergency preparedness and response.
- Monitors reviews coordinates and ensures complete and timely reporting of training activities to maintain compliance with IHSC policies and applicable accreditation standards.
- Secures and maintains all training files and information in accordance with all established policies procedures and regulations.
- Provides quarterly review of training needs in collaboration with FHPM FHSO and IPO. Forwards quarterly reviews and updates to HSA for awareness. Disseminates status updates appropriately to staff in a timely manner.
- Monitors and reviews established performance indicators with respect to staff training for compliance with IHSC policy NCCHC PBNDS ACA and/or FRS. Ensures updates are disseminated appropriately to staff in a timely manner.
- Coordinates with FHPM to ensure all accreditation-required trainings are complete. Develops reviews and updates training processes and policies. Builds training folders for audit preparation. Establishes record keeping processes.
- Serves as federal fit tester conducting fit testing for federal staff. Ensures all staff meets annual fit testing requirement.
- Travel required up to 25% as directed by the Chief of Health Operations Unit.
- Training:
- Provides leadership oversight staff training and education on compliance with standards and accreditation; risk management (i.e. incident reporting patient safety etc.); quality improvement; infection control; occupational health; environmental health safety and security; and all hazards emergency preparedness and response in coordination with FHPM FHSO and IPO.
- Serves as IHSC TRAIN subject matter expert and liaises with Medical Education and Development Unit (MEDU). Assists with development coordination and uploading of training on the IHSC TRAIN platform. Serves as course provider for IHSC TRAIN.
- Identifies HOU and facility-specific training topics (i.e. LOPs trends from facility data etc.). Develops updates and conducts overarching mandatory facility training for health services staff.
- Serves as CPR Instructor. Conducts BLS certification for all federal staff and provides CPR card upon completion.
- HOU Projects:
- Assists deputy chief of HOU with the development of the unit training program to include creating orientation program competencies and job aides and establishing standards of practice.
- Develops innovative methods to globally track HOU and accreditation-required trainings. Obtains approval from deputy chief of HOU prior to implementation.
- Coordinates with other subject matter experts to design the HOU and facility training program to include other internal agency units (i.e. MEDU Resource Management Unit etc.); external federal state and local government agencies; and private companies

- Service Remaining Requirement Agreement: Upon appointment to this position officers will be required to serve an 18 to 24-month commitment to IHSC.
- ASSIGNMENT PAY AGREEMENT: You must not have a current Assignment Pay Agreement. However if you have a current Assignment Pay Agreement it must be fulfilled within 90 days of your application submission.
- Applicants must be a current USPHS Commissioned Corps Officer or USPHS Call to Active Duty (CAD) are not eligible for this position.
- Applicants without a USPHS commission must begin the USPHS Commissioned Corps application process before applying to this position. Applicants must review the USPHS application requirements and submit an application at employment is contingent upon appointment to and maintenance of active-duty status in the USPHS Commissioned Corps.
- PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where depending on the needs of the agency the officer is required to be available to serve.
PHYSICAL DEMANDS:
- This position is considered hazardous duty in a detention setting.
- Required to walk unaided at a normal pace for up to 5 minutes and maintain balance.
- Required to jog/fast walk up to ΒΌ mile.
- Requires physical exertion such as lifting objects greater than 30 pounds.
- Required to perform CPR/emergency care standing or kneeling.
- Must have the ability to assist sick injured or aging detainees or staff exiting the building (may require lifting dragging wheeling or carrying someone who weighs significantly more than self).
- Must be able to see hear and smell with aids if necessary.
- Must be able to lift push or carry 30 pounds.
- Must perform the duties of my job in a stressful and often austere environment without physical limitations
REQUIRED KNOWLEDGE SKILLS AND ABILITIES:
- Minimum of a masters degree in a qualifying program for USPHS Commissioned Corps officers.
- Minimum of five years of relevant and related experience(s) with program development.
- If the incumbent holds a clinical license it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain current status. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency.
- Ability to critically analyze situations data and information and be able to develop and pose probing questions.
- Strong project management quality management and performance improvement skills to include the ability to plan and prioritize workload conduct surveillance employ research techniques collect and analyze data and perform program reviews and evaluations.
- Ability to interact well and collaborate with all levels of personnel and management in IHSC ERO ICE and DHS offices and with Federal contractors.
- Proficiency with electronic health records and ability to quickly develop competency with IHSCs electronic health record.
- Demonstrates the ability to quickly develop competency in and assimilate knowledge of ICE and IHSC rules regulations and policies; applicable detention health care standards PBNDS NCCHC ACA U.S. Occupational Safety and Health Administration (OSHA) regulations and National Fire Protection Association (NFPA) Life Safety Codes; and the accreditation/compliance review and auditing processes.
- Proficiency with Microsoft Word and Excel; ability to manage organize and analyze complex information using spreadsheets and other data management tools.
- Demonstrates high level professional effective written and verbal communications; executes effective teaching skills ensuring goal directed outcomes; ability to prepare reports in electronic formats.
- Maintains basic readiness status.
- Maintains current CPR/BLS certification and obtains BLS instructor certification within one year of hire.
- Proficiency in performing respiratory fit testing to be able to instruct facility staff in proper fit testing of N-95/respirator.
This position is located within the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) ICE Health Service Corps (IHSC) Office of the Deputy Assistant Director of Health Systems Support Health Operations Unit. The Facility Training Officer (FTO) will report directly to the Assistant Health services Administrator (AHSA) with the Health Services Administrator (HSA) serving as reviewing official.
The incumbent serves as the FTO for one of IHSCs medium to large health care or staging facilities across the nation. These facilities are defined as having more than 300 beds housing complex medical patients and including medical housing units (sub-acute inpatient capacity). Staffing typically exceeds 40 personnel for health care facilities and 70 for staging facilities comprising Public Health Service (PHS) officers federal General Schedule (GS) employees and contractors. As the facility training officer (FTO) the incumbents primary duty will be to develop implement oversee and monitor initial and annual training and provide Basic Life Support (BLS) certification/re-certification for all federal staff at IHSC-staffed facilities as assigned. The incumbent will also work with the IHSC chief of HOU to complete special projects to ensure compliance and improve health care operations within IHSC.
IHSC provides direct care daily to approximately 15300 detainees housed at 17 designated facilities throughout the nation. The health care provided includes medical dental and mental health care and public health services. IHSC provides medical case management and oversight for an additional 22600 detainees housed at approximately 112 non-IHSC staffed detention facilities daily across the addition IHSC oversees the financial authorization and payment for off-site specialty and emergency care services for detainees in ICE custody. The ICE detainee population is approximately 34000 detainees daily with an average length of stay of approximately 30 days surpassing 400000 detainees annually. IHSC provides medical support during ICE enforcement operations in the air on the ground and at sea.
MEMORANDUM OF AGREEMENT
U.S. Public Service Commissioned Corps officers are detailed to Department of Homeland Security as described in a Memorandum of Agreement.
SUPERVISORY CONTROLS:
The incumbent reports to the AHSA and consults on project status successes and challenges. The HSA serves as the reviewing official. The incumbent performs specialized tasks independently and selects methods to achieve objectives referring complex issues to higher authorities.
When performing HOU project duties the incumbent reports to the Deputy Chief of HOU but the performance evaluation rater and leave-granting authority remain with the AHSA with the HSA as the reviewing official.
