Summary

This position is for a FACILITY OPERATIONS SPECIALIST (TEMP) (TITLE 32) PD D1269000and is part of JFHQ-G9/CFMO located in Draper UT with the Utah National Guard.

Priority will be given to current military members of the Utah Army National Guard.

TEMPORARY APPOINTMENT


Duties

Major Duties: This is not an all-inclusive list

As a FACILITY OPERATIONS SPECIALIST (TEMP) (TITLE 32) GSyou will:

  • Administers coordinates and verifies design work performed by Architect/Engineer firms often exceeding one million dollars and one year in duration per project.
  • Prepares design scopes of work that reference National Guard Bureau (NGB) design criteria and establishes standards for project design.
  • Selects or recommends selection of Architect/Engineer firms for award of design contracts.
  • Manages and schedules design development and obtains Federal/State approval at each design stage normally conceptual preliminary final and bid final.
  • Chairs and coordinates meetings between facility users and design team and ensures that work stays within (NGB) design and space criteria for economical utilization of facilities and equipment.
  • Reviews accepts or amends work by Architect/Engineer firms and rejects work not meeting established standards.
  • Reviews payment requests for accuracy verifies work billed and recommends payment.
  • Requests construction funding. Manages bidding process in coordination with the Contracting Officer and recommends award of construction contracts.
  • Administers coordinates and verifies construction work performed by contractors often exceeding five million dollars in cost and one year in duration per project.
  • Conducts regular construction progress meetings and resolves differences between design team contractors and facility users.
  • Resolves disputes over plans and specifications and administers change orders.
  • Conducts substantial and final completion inspections and verifies expenditure of appropriated funds.
  • Coordinates initial start up of and movement of users into new facility.
  • Resolves disputes and assigns repair work to contractor and maintenance personnel that arise during the warranty period.
  • Manages and verifies work performed during the warranty period.
  • Conducts end of warranty inspection.
  • Serves as the senior technical employee overseeing one or more employees performing technical work within the Design and Project Management Branch.
  • Assists the branch chief in preparing performance standards; gives advises in appraising work; and makes suggestions in maintaining an effective position management program by reviewing position descriptions to ensure positions are operating as intended and that duties and responsibilities are adequately reflected.
  • Supports and promotes Equal Employment Opportunity (EEO) Upward Mobility and other special emphasis personnel programs.
  • Provides guidance on the development of building environmental energy security and communication systems both for programmed new construction and for retrofit of existing buildings.
  • Prepares initial plans and specifications for alterations/repairs.
  • Investigates construction requests to determine propriety.
  • Determines the initial scope of minor and recurring construction projects through coordination and consultation with using agencies. Identifies and/or recommends appropriate funding sources.
  • Reviews and processes programming documents to include project booklets initial cost estimates for construction maintenance or repair of facilities.
  • Reviews historical maintenance data and writes reports to explain technical difficulties in upgrading facilities and recommends useable solutions to meet mission requirements. Assists facility managers in determining safe effective and economical use and operation of ARNG facilities.
  • Performs other duties as assigned.

Conditions of employment

    Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing states National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.     • Military membership in the Utah National Guard is required.
    • Males born after 31 December 1959 must be registered for Selective Service.
    • Pending analysis you may be required to complete a new 1-year probationary period when moved to this position IAW CNGBI 1400.25
    • May be required to successfully complete a trial period.
    • For positions requiring the operation of motor vehicles candidates must have a valid state drivers license.
    • Participation in direct deposit is mandatory.
    • Medical screening will be completed upon selection for hire.
    • Soldiers who accept a technician position may be terminated from the Bonus and Student Loan Repayment Program (SLRP).

    • The incumbent of this position description must have at a minimum a completed National Agency Check (NAC) prior to position assignment.
    • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
    • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the unit is closed or delayed reporting and remain on-duty during phased or early release.
    • May occasionally be directed to work other than normal duty hours.
    • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
    • The work may require the incumbent to drive a motor vehicle; if so an appropriate valid drivers license is mandatory.
    Qualifications

    *Your resume must reflect in detail how the duties and responsibilities under each position you have held with each employer meets the below listed general and specialized experience required for the position.

    **Must include beginning and ending dates of employment stated as MM/YYYY; and total hours worked per week in order to determine part time vs. full time credit.

    MINIMUM REQUIREMENTS:
    Have experience that provided a knowledge of the characteristics uses and properties of equipment. This experience may have been gained in trades or crafts engineering technician production control inspection or other work related to the specialization of the position to be filled.

    SPECIALIZED EXPERIENCE:
    Have1-year specialized experience equivalent to at least GS-1640-9. (must provide SF 50 for verification)
    OR
    Have experience education or training which demonstrates the knowledge of and skill in applying a comprehensive range of principles concepts and practices concerning equipment facility or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance repair work new construction alteration projects replacement of existing equipment or increase in services and processes to ensure program effectiveness.

    Substitution of Education for General Experience:

    Technical school may be credited as general experience in accordance with the following criteria:

    • Full-time resident study in a technical institute above the high school or trade school level on a month-for-month basis.
    • Completion of a full 4-year curriculum in a technical or vocational high school for up to 6 months of general experience.
    • Completion of a resident trade school course of at least 1 year in the manufacture repair or maintenance of equipment for up to 1 year of general experience.
