Facility Operations Specialist
Job Summary
The position is located in the Division of Facilities Management at Glen Canyon National Recreation Area and Rainbow Bridge National Monument which are managed together as one unit. The position is designated as the Program Manager for Facilities Management.

The major duties of the Facility Operations Specialist position include but are not limited to the following:
- Independently and/or through subordinate supervisors and staff the incumbent manages the parks Facility Maintenance Management System develops and executes long range and short-term plans and programs designed to maintain operate and improve the Memorial for the benefit of the public in a manner consistent with proper maintenance and asset management guidelines.
- Assigns responsibilities; delegates authority; coordinates work planning; makes basic operational decisions; integrates execution of work plans and programs; and evaluates the effectiveness of individual activities and total maintenance operations.
- Represents the park in public contacts negotiates and collaborates with representatives of a variety of park partners as well as of the NPS Federal state and local agencies historical organizations universities and private individuals interested and/or having business with the National Park Service.
- The position demands considerable extensive long range planning; conceptual development of maintenance programs workload analysis and work force planning; preparation of performance work statements cost comparison analysis and management reviews; development of safety programs for the division; defining guidelines establishing standards and limits of authority for subordinates covering a broad range of activities and establishing check points to be used in the overall evolution and execution of the maintenance program.

- Any individual who is currently holding or has held within the previous 52 weeks a General Schedule position under non-temporary appointment in the competitive or excepted service must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
- You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
- You may be required to work on-call evenings weekends holidays overtime and shift work.
- You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
- You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
- The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
- Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period will be required to serve a one-year supervisory/managerial probationary period for this position.
Condition of Employment (Requirement):
- Drivers License: The incumbent of this position must have and maintain a valid Drivers License. Those that do not possess this requirement by entrance on duty will be terminated effective immediately.
Credit will be given for all appropriate qualifying experience. For current Federal employees if hours worked per week are not included on your resume you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees your resume must state either full-time (or 40 hours a week) or part-time with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-13 grade level you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: leading facility operations and maintenance activities in building maintenance repair and restoration; maintenance and restoration including historic structures restoration and maintenance; planning maintenance activities and developing preventive maintenance programs for a park recreational area or similar operation. You must include hours per week worked.
You must include months years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies. Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
There is no substitution of education for experience at the grade level(s) of this announcement.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.Physical Demands: Work involves frequent on-site inspections requiring considerable walking bending climbing and moderate lifting in all types of weather. Although much of the work is done in the office setting the incumbent must be able to hike/drive/boat long distances to assess work in the backcountry or develop programs related to backcountry operations. Must also be able to access sites to assess the impacts of storm damage flooding and other natural catastrophes.
Working Conditions: Work will vary from office to outdoors in severe weather conditions. Travel is required by various modes that include small planes and boats. Some extended travel may be required. May be required to work occasional evening and weekend hours to carry out assigned duties.
Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF50s.
