This position is with the Department of Homeland Security (DHS) within U.S. Customs and Border Protection Office of Facilities and Asset Management Operational Support Facilities Division. The BPAM PMO is within the OSF Division which is responsible for overseeing the planning construction maintenance repairs operations and sustainment of OFAMs facilities.
This position starts at a salary of $106437.00 (GS-13 Step 1) to $138370.00 (GS-13 Step 10).
In this Facility Operations Specialist position you will become a key team member of Homeland Security professionals involved in maintaining repairing and improving CBP facilities utilities and grounds within the El Centro or El Paso AOR ensuring operational readiness and compliance with safety health and regulatory standards. The assigned area includes buildings equipment utilities facility sites and supply functions. Typical Work assignments include:
- Providing guidance in facility operations maintenance and project management reviewing project documents for completeness and accuracy.
- Determining appropriate courses of action to address program changes technological advancements unforeseen events and conflicting requirements.
- Monitoring and evaluating contractor performance.
- Developing statements of work (SOW) and independent government cost estimates (IGCE) to identify needs and draft contract language.
- Utilizing various software and construction related technical documents. Software may include TRIRIGA to track maintenance requests asset management and work orders; construction estimating tools resource planning tools to support the development of cost estimates and inform the Independent Government Cost Estimate (IGCE) and assist in allocating staff materials and equipment; tools to create edit and markup construction documents to enable review and annotation of architectural drawings building plans or other technical documents; Microsoft Project to project scheduling progress tracking and milestone management etc.

Experience GS-13: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level performing duties such as:
- Applying facility management and maintenance principles to resolve technical issues resulting in uninterrupted operations across multiple sites.
- Managing power generation and utility systems (including HVAC evaporative cooling emergency generators plumbing pipe grading and electrical transformer loads) ensuring compliance with safety standards and reducing downtime by 20%.
- Developing scopes of work and cost estimates for complex building systems and construction projects leading to accurate project budgeting and completion within established timelines.
- Ensuring facility operations met regulatory requirements by interpreting and implementing design standards administrative manuals and departmental policies supporting successful procurement of equipment and services.
- Coordinating with cross-functional teams to modify plans methods and procedures proactively preventing facility maintenance issues and optimizing maintenance practices based on building structural assessments.
Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
You must:

- Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/19/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. COR II Certification: Incumbent serves as a Contracting Officers Representative (COR) and must have obtained or be able to obtain a COR II certification within 18 months of Entry on Duty (EOD). Some assigned portfolios may require COR III certification within 36 months of EOD.
