The Facility Professional Services (FPS) Division provides professional public works project management energy efficiency and facility planning services to effectively meet the needs of its customers in support of their service to Washington.

About the Opportunity:
As a Facilities Planner 2 you will serve as a key member of the Planning and Project Delivery team shaping the long-term vision and daily operational success of the State Capitol Campus and DES-managed this role you will help develop comprehensive 10-year capital plans conduct campus-wide data analysis on space and utility utilization and establish facility policies to accommodate state growth. Youll draft conceptual scopes schedules and cost estimates for upcoming projects while partnering with project managers to align predesigns with overarching campus goals. Beyond planning you will support capital budget proposals focusing on historic preservation and cultural resources and draft decision packages and fiscal reports. You will also coordinate outreach and prepare materials for high-level advisory boards communicate with client agencies and stakeholders and provide policy guidance on the use of state capitol facilities and assets.

Duties

Some of what youll enjoy doing includes:

  • Develops implements and aligns long-range operational and capital plansincluding the 10-Year Capital Planfor the State Capitol Campus and DES-managed facilities.
  • Formulates campus-wide facility policies practices and standards to support state growth manage emerging issues and safeguard state resources.
  • Prepares conceptual scopes of work project schedules and cost estimates for upcoming planning construction and maintenance projects.
  • Collects and analyzes campus planning datasuch as space utilization transportation parking and utilitiesto evaluate growth and usage trends.
  • Collaborates with project managers on predesigns plans and reports to ensure project consistency with established campus master plans and studies.
  • Assist in developing and updating agency capital budgets long-range planning activities and the State Capitol Comprehensive Plan.
  • Prepare data analyses supporting documentation and proposals for capital budgets emphasizing historic preservation and cultural resources management.
  • Prepare agendas presentation materials and effective communication plans for agency-sponsored meetings outreach events and customer surveys in close collaboration with communications teams project managers and client agencies.
  • Provide meeting support attend and participate in sessions for key state boards and advisory committees (including CFAB CCDAC and SCC) while maintaining essential campus records reports and building information.
  • Assist leadership and the Finance division by preparing budget requests decision packages and legislative reports while analyzing fiscal data and expenditures to maintain a positive financial position for planning projects.
  • Other duties as needed.

Qualifications

Required Qualifications:

  • Seven (7) years of experience in civil design engineering planning or a related field. At least three (3) years of this experience demonstrated at the professional level is required. NOTE: A mix of education in civil engineering construction management architecture planning or closely related field and relevant experience totaling seven (7) years will also qualify.
  • Demonstrated experience:
    • Interpreting complex engineering designs site plans property descriptions maps and statistical data for analysis and planning.
    • Applying civil engineering facility and asset management and building operations principles in compliance with public works laws and government standards.
    • Conducting data collection and trend analysis while building strong relationships and engaging with public tribal and government stakeholders.

Preferred Qualifications:

  • Experience using GIS software particularly ArcGIS Online ArcGIS Pro and/or ArcMapNO.
  • Engineer-In-Training Professional Engineering License or Registered Architect.
  • Experience working with federal state regional and local land use historic preservation and cultural resource management regulations policies and practices.
  • Working knowledge of public agency and private industry civil construction standards and practices.
  • Capital budget experience and knowledge of the OFMs budget instructions and related process.
  • Experience and knowledge of land use and environmental planning processes.
  • Experience managing historical records and materials associated with planning projects.
  • Understanding of the process related to contracting and procurement of government goods and services including direct experience with applicable state rules and regulations.
