Job Summary
The Maryland Department of the Environment (MDE) protectsand restores the environment for the health and well-being of all is seeking a seasoned leader to join the Departments executive team as theDirector of the Land and Materials Administration. Within the Department theLand and Materials Administration (LMA) implements the mission across a widepurview: administering federal and state authorities with respect to land-basedpollution control legacy and emerging contaminants solid waste and work includes implementation of the Resource Conservation and RecoveryAct the Surface Mining Control and Reclamation Act the Oil Pollution ActComprehensive Environmental Response Compensation and Liability Act (CERCLA)and certain parts of the Clean Water Act alongside state statutes coveringsolid waste waste diversion lead and PFAS among others. TheAdministrations work also covers important environmental justice and economicdevelopment dimensions helping to oversee and safely return contaminated andunderutilized land to productive use and supporting redevelopment and revitalizationacross the state.
The incumbent in this position will play a central role inshaping the strategic vision and implementation of Marylands work to clean upcontaminated lands revitalize impacted communities advance environmentaljustice and climate goals and steward the future of an essential stateagency.

The Maryland Department of the Environment is seeking anexperienced executive and organizational leader to serve as the Director of theLand and Materials Administration (LMA). LMAs Director sets the vision andstrategy for LMA in partnership with the Secretary and Departmentalleadership and serves on the Secretarys senior management team providingregular briefings on program priorities and progress. The Director may representthe Department before the General Assembly and with local government leadersand serves as the Administrations public-facing programmatic lead oncommissions and workgroups. The role also requires close ongoing engagementwith the regulated community communities impacted by pollution policymakersand the general public to ensure the Administrations programs are botheffective and workable. The Director also works closely with the AssistantSecretary for Environmental Justice and the Assistant Secretary for ClimatePolicy to ensure alignment and implementation across the Departmentsenvironmental justice and climate policies and goals.
The LMA Director is responsible for planning directingand supervising a budget personnel and staff assignments for all LMA programswith responsibilities related to both environmental and administrative statutesand regulations. Oversight of LMA involves administering an operating budget ofapproximately $45.5 million and a capital budget of $1 million with a total ofapproximately 234 authorized positions.
The LMA Director provides management and direction to thefollowing Programs:
Land Restoration Program
Lead Poisoning Prevention Program
Mining Program
Oil Control Program
Key Responsibilities:
- Incumbent will provide strategic leadership to include guiding the agencys vision goals and strategic direction ensuring alignment with state national and global environmental standards and goals while working to implement the Secretarys priorities.
- Responsible for policy development. The incumbent will oversee the development and implementation of policies to address critical environmental issues including pollution control conservation lead poisoning prevention oil control and resource management.
- Incumbent will provide program management in directing and coordinating the above environmental programs including monitoring compliance and public education ensuring their effectiveness and efficiency.
- Will build strong relationships with government entities industry stakeholders and community organizations to promote collaborative environmental efforts.
Education:
A bachelorsdegree in environmental science environmental engineering environmentalpolicy or a related field.
Experience:
10 years ofprofessional experience in environmental management sustainability programsor a related field.
3 to 5 years of supervisory experience in a leadership ormanagement role overseeing environmental teams or projects.
Strong leadership and decision-making abilities.
Experience managing one or more of the followingprogrammatic areas: Land Restoration Program Lead Poisoning PreventionProgram Mining Program Oil Control Program Solid Waste Program.
Ability to manage budgets and assess financial implicationsof environmental projects.
Demonstrated success in leading cross-functional teams.
Excellent communication and stakeholder engagement skills.
Performance based team management.
It is preferred that the selected candidate has thefollowing:
- Graduate Degree in Political Science Public Policy Business and/or STEM fields.
- Vision to guide teams in emerging policy and programmatic areas.
- Proficiency in developing and managing environmental compliance programs.
- Experience administering CERCLA RCRA and other Federal programs.
- Experience and knowledge of PFAS policy and response.
- Ability to assess and mitigate environmental risks.
- Experience in public outreach and collaboration with regulatory agencies.
