OCCUPATIONAL SUMMARY

Provides leadership as the director responsible for ensuring the successful development coordination and implementation of all design activities pertaining to the Districts Capital Construction projects including coordination with Advanced Planning Capital Construction Maintenance and other relevant departments. Coordinates the design development process and subsequent project hand-off and assistance to the construction team. Provides strategic leadership assumes responsibility for design matters and deploys staff resources to accomplish this goal.

EXAMPLE OF DUTIES

1. Participates in the analysis of capital facilities needs and directs the preparation of design options to maximize District resources.

2. Directs and coordinates the efforts of in-house staff professional consultants and school site administrators to design projects and determine the most desirable cost effective and time expedient delivery of educational facilities projects included in the Capital Plan.

3. Leads project development team responsible for the design development of the capital program with the strategic intent of delivering projects that are successful in terms of safety quality budget and schedule which results in lowest life cycle costs to the District.

4. Manages the efforts of Design Project Managers and other design professionals to ensure the timely implementation of projects included in the Capital Plan.

5. Maintains current working knowledge of federal state and local laws codes ordinances and rules pertaining to the design and construction of education and ancillary facilities.

6. Supervises and serves as a mentor to assigned project managers. Monitors the design process and conducts performance evaluations in accordance with District procedures. Supports effective communication and proposes and/or shares best practices among stakeholders.

7. Promotes strategies and tracks metrics as outlined in departments strategic plan. Responsible for tracking and reporting status of projects.

8. Participates in the development of the Districts Five-Year Work Plan and makes recommendations on the allocation of capital resources.

9. Ensures an effective and cooperative working relationship with Planning Capital Improvement and Maintenance departments to ensure a fully coordinated effort.

10. Coordinates training to ensure the consistent application of policies and procedures.

11. Meets and solicits input from Region Center administrators school principals and central office department personnel. Serves as project contact and liaison for school principals and communities in all design matters related to any assigned project(s). Ensures that project information is provided to municipal authorities and regulatory agencies.

12. Performs other related duties as assigned.

PHYSICAL REQUIREMENTS

This work requires the following physical activities: sitting mobility lifting finger dexterity grasping repetitive motions talking hearing and visual acuity. The work is performed primarily indoors.

MINIMUM QUALIFICATION REQUIREMENTS

1. Bachelors degree in Law Public Administration Urban Planning or related field.

2. Minimum of seven (7) years of progressively responsible management experience.

3. Knowledge of Metropolitan Miami-Dade County and Municipal Zoning Codes and State of Florida Growth Management Laws.

4. Knowledge of delivery of educational services in a large complex urban school system.

5. Management and organization leadership skills as evidenced by submitted records of experience.

6. Ability to communicate effectively in both oral and written form.
