Job Summary
The United States Capitol Police (USCP) safeguards the Congress Members of Congress employees visitors and Congressional buildings and grounds from crime disruption and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe secure and open environment.
Thisposition is located in the Emergency Planning Section CoordinationDivision Command and Coordination Bureau (CCB) Assistant Chief ofPolice for Uniformed Operations in the United States Capitol Police. The CCB provides enhanced capabilities to develop coordinateand execute contingency/emergency plans prepare and direct special eventsrespond to incidents and emergencies and manage multi-agency responses toevolving situations within and away from the United States Capitol Units include the Command Center Communications Emergency PlanningReports Processing Court Liaison and Special Events sections.
The incumbent supports and coordinates the event planning process for eventsheld on and off the U.S. Capitol Grounds. Coordinates the objectives fordefining current practices refining the practices for maximum effectivenesssupporting a systematic and scalable approach to planning training to thisscalable approach and managing all phases of the event planning process.
Coordinates develops reviews and executes event planning processes andrecommends improvements. The incumbent analyzes and evaluates current planningpractices and coordinates with the managing authority to correct deficienciesand implement efficiencies that can be leveraged to further enhance the eventplanning process.
Assists with the planning coordination and development of Incident ActionPlans (IAPs) for operational events and extended critical incidents. DraftsIAPs for operational events in support of mission requirements.
Participates and supports a comprehensive analysis and evaluation of the eventplanning process in line with best practices the Incident Command System and the National Incident Management System to identify areasfor improvement. Coordinates with individuals involved in the planningprocess to understand the challenges and potential solutions to includeindividuals with a historical perspective in the planning process.
Assists with the development review and instruction of event planningtraining programs in collaboration with the managing authority of the eventplanning process. Conducts training relating to event planning for departmentalofficials including initial training and refresher training for the eventplanning and execution processes. Training platforms may be multi-modal i.e. in-persontraining virtual or automated training.
Must be a U.S. completion of a Background Investigation is complete a one-year probationary period.

Qualifyingexperience for the CP-09/GS-11 level includes one (1) year of specialized experienceequivalent to at least CP-08/GS-10 level which is in the line of work of theposition to be filled and which has equipped the applicant with the particularknowledge skills and abilities to successfully perform the duties of theposition. Specialized experience for this position is defined asexperience: 1) Planning and supporting a variety of events that ensuresthe maximum support is provided to conduct quality and successful events 2) Providing expertise assistance and operational knowledge ensuringsuccessful events and activities.
Applicantsqualifying for the CP-10/GS-12 level must have one (1) year of specializedexperience equivalent to the next lower grade CP-09/GS-11 which has equippedthe applicant with the particular competencies needed to successfully performthe duties of the positiondescribed above AND 1) Assists with establishing and maintaining liaison withexternal representatives to ensure appropriate information is: collectedanalyzed shared and maintained 2) Analyzing evaluating and providingrecommendations to enhance the event planning process.

Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts liens repossessions or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. Check -- Applicants fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of the criminal history record. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct such as illegal drug use arrests or convictions may not be automatically disqualifying. However deliberate misstatements omissions or intentionally withholding required information at any phase of the hiring process will result in a candidates disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
