Job Summary
In order to be considered for this position candidate must be serving permanently in the title of City Planner or be reachable on the open-competitive list Exam# 5045 for City Planner.
The New York City Department of Transportation (DOT) is committed to expanding electric vehicle (EV) charging infrastructure and supporting the Citys sustainability and clean transportation goals.
The Parking Management Facilities and Capital Projects Unit manages the Citys municipal parking infrastructure including multi-level parking garages and municipal parking fields. The Unit is responsible for facility operations capital improvements contract administration infrastructure inspections and sustainability initiatives including the planning installation operation and expansion of EV charging infrastructure.
The unit is seeking an EV Program Manager to lead and coordinate the development implementation operation and expansion of EV charging infrastructure within municipal parking facilities and to support broader sustainability initiatives.
The successful candidate will work under supervision and with wide latitude for independent judgment. The position requires a combination of program management project coordination contract administration data analysis field assessment stakeholder coordination and technical oversight. Responsibilities will include:
-Manage the Citys EV charging program at municipal parking garages and parking fields including Level 2 and DC Fast Charging infrastructure.
-Develop and implement strategies for the expansion replacement and optimization of EV charging infrastructure.
-Conduct site assessments and coordinate with engineering facilities parking operations Con Edison and other stakeholders on proposed installations.
-Manage and monitor EV-related contracts including network services maintenance equipment procurement and installation contracts.
-Monitor charger performance availability utilization revenue outages and maintenance issues and coordinate corrective actions with vendors.
-Collect and analyze EV charging and operational data and prepare reports dashboards presentations and recommendations for management.
-Review technical proposals engineering drawings specifications construction documents and equipment submittals.
-Coordinate EV infrastructure projects from planning and procurement through installation commissioning and ongoing operations.
-Maintain EV equipment inventories warranties service records and project documentation.
-Coordinate with cybersecurity finance procurement legal and other internal units regarding EV charging operations payment systems and contract requirements.
-Support sustainability initiatives including solar PV energy efficiency green infrastructure and other clean-energy projects.
-Coordinate with elected officials community stakeholders City and State agencies utilities vendors and other external partners.
-Conduct field inspections and respond to operational and technical issues affecting EV charging facilities.
-Perform research and develop recommendations regarding emerging EV technologies charging strategies pricing and industry practices.

Hours/Shift: 35 Hrs. / M-F / 8am-4pm
This position may be eligible for remote work up to 2 days per week pursuant to the Remote Work Pilot Program agreed to between the City and DC37
CITY PLANNER - 22122
Qualifications :
1. A masters degree from an accredited college or university in city planning urban planning urban design architecture landscape architecture transportation engineering public administration economic development or a related field; or
2. A baccalaureate degree from an accredited college or university and one year of satisfactory full-time experience in city planning such as in the review and
development of housing transportation environmental and city-owned land planning projects; or
3. A satisfactory combination of education and/or experience that is equivalent to 1 above. Graduate education in city planning urban planning urban design architecture landscape architecture transportation engineering public administration economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college or university for one year of experience. However all candidates must have a baccalaureate degree.
4. To be eligible for placement in Assignment Level III individuals must have after meeting the minimum requirements two additional years of professional experience as described in 2 above.
