This position assists the Department in meeting its strategic plan and vision by providing senior-level technical expertise workflow coordination and operational support to the Training Benefits team. The ES Benefits Specialist 3 serves as a primary resource for complex claims involving Training Benefits and the Self-Employment Assistance Program (SEAP) additional adjudication guidance policy interpretation and quality assurance activities. This role ensures compliance with state and federal requirements supports performance monitoring and contributes to continuous improvement efforts that strengthen accuracy consistency and customer satisfaction.
- Duties
Assist the supervisor in leading and directing the day-to-day work of UI Benefits employees.
- Assist with training orienting directing and coordinating the work of Training Benefits Specialists.
- Direct staff when workload assignments need to be adjusted.
- Analyze written and oral information to guide Training Benefits employees to adjudicate training benefits and SEAP eligibility determinations.
- Provide guidance to Benefit Specialists on difficult complex or unusual cases.
- Provide technical support and policy/procedure clarification for Training benefits claims and adjudication.
- Serve as the teams first point of contact in the supervisors absence for daily operational needs.
Assist the supervisor in monitoring quality performance and productivity of Training Benefits staff
- Review work of Training Benefits Specialists to ensure accuracy and conformance to laws regulations policies procedures and standard work.
- Ensure Training Benefits Specialists meet required timeframes and deadlines.
- Provide coaching and mentoring to Training Benefits Specialists on all aspects of Unemployment Insurance.
- Assist the supervisor with call monitoring web notice reviews quality reviews and other quality assurance activities.
- Provide on-the-job training as needed.
Provide senior-level direct service support for Unemployment Insurance services
- Provide expert technical assistance to internal and external customers and employers.
- Perform complex case review and problem resolution.
- Provide statewide policy training and procedure/process development input and consultation.
- Communicate with customers and employers to review and resolve complaints.
- Represent the agency for select appeal hearings.
- Qualifications
Required Qualifications:
Option 1:
Six (6) years of equivalent education and/or experience.Option 2:
One (1) year as an ES Benefits Specialist 2.Option 3:
One (1) year of experience equivalent to the ES Benefits Specialist 2 in another state administering insurance benefits programs.Option 4:
Associates degree in a health or social science public administration or related fieldand
Four (4) years of the required experience listed below.Option 5:
Bachelors degree in a health or social science public administration or related field and
Two (2) years of the required experience listed below.Option 6:
Masters degree in a health or social science public administration or related field and
One (1) year of the required experience listed below.Required equity competencies:

Technical Assistance Competency Ability to clarify program rules rights and requirements for staff customers and employers.
Regulatory Knowledge & Communication Skills Proficiency in explaining complex regulations clearly and accurately.
