Job Summary
This vacancy is for a GSEnvironmental Protection Specialist located in the Department of Homeland Security U.S. Coast Guard CG ACADEMY FACILITIES ENGINEERING BRANCH in NEW LONDON Connecticut.
You will serve as a/an Environmental Protection Specialist and be responsible for as the primary oil and hazardous materials spill and emergency response manager for the CGA.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Evaluating and modifying Academy-wide policies and procedures relative to emergency preparedness and spill response.
- Writing and maintaining the CGA Spill Response Procedures the RCRA Contingency Plan and Spill Prevention Control and and Countermeasure Plan.
- Maintaining appropriate supply of response equipment.
- Participating in spill response i.e. assesses risk determines appropriate response actions properly containerizes and disposes of spill response materials; and prepares paperwork to document spills.
- Making written and verbal notifications to appropriate federal state and local agencies.

TO QUALIFY FOR THE GS-9: Applicant must have one year of specialized experience equivalent to the GS-07 grade level (in the Federal sector). Specialized experience is experience that has equipped you with the particular ability skill and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include:
- Maintaining liaison with federal and state regulatory agencies pertaining to high profile environmental requirements and issues.
- Obtaining and maintaining environmental permits.
- Serving as a technical expert to management officials on program issues concerning environmental compliance and pollution prevention.
- Applying environmental planning and protection principles to the development of pollution control statutes and regulations. OR at least one of the following if using education to qualify at this grade level:
(A) Have a masters or equivalent graduate degree; (Must provide transcripts)
OR
(B) 2 full years of progressively higher-level graduate education if related; (Must provide transcripts)
OR
(C) A law degree such as an LL.B. or J.D if related.
OR
(D) A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND some graduate level education that provided the specific knowledge skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.
- Must be able to obtain and maintain a Coast Guard issued Environmental Planning (NEPA) Warrant.
- Must be able to obtain and maintain an OSHA 40-hour certification (HAZWOPER).
- Must be able to obtain and maintain a RCRA Hazardous Waste Management Certification (40 CFR 262.17 & 40 CFR 265.16).
- Must be able to obtain and maintain Hazardous Material Transportation Certification (49 CFR 172.704 (a) (1) & (a) (3).
