What you are empowered to accomplish:
Plummer is looking for an industry-recognized leader to join and provide leadership for our Environmental Services Organization/Environmental Permitting Team in Texas. As Leader of Texas Services you will be serving as a thought leader to win strategic pursuits and implement quality projects. The Leader will guide business development act as a project manager and provide consistent quality for environmental regulatory and natural systems projects.

During your journey at Plummer you will meet some truly wonderful people who will inspire you to do your best. The leader for Texas Services will report to the Environmental Permitting Team Leader. You will receive ongoing guidance leadership development and mentorship from the Area Leader Natural Systems Practice Leader and Environmental Services Practice Leader.
Our Ideal Teammate:
- Experience with organizing scopes and fees for large and small acreage properties as well as linear projects to cover environmental review field survey and regulatory coordination in Texas as well as other states. Ability to manage a project including contracting client coordination and profitability. Ability to organize a team to accomplish project tasks in accordance with the contract and client expectations.
- Technical lead working within the Clean Water Act (CWA) and Section 404/10/401 regulatory permitting requirements threatened and endangered species and critical habitats and National Environmental Protection Act (NEPA).
- Experience with Section 10/404 Permitting including individual permits Section 408 Coordination Section 7 consultation or equivalent.
- Experience with applying for and securing state and federal funding for water-related and/or natural systems projects.
- Experience with environmental restoration and/or natural systems applications for water reuse stormwater or wastewater treatment and/or stream and wetland mitigation. Monitoring of natural systems for invasive species vegetation establishment soil development and stability as well as maintenance activities to enhance performance.
Experience:
- B.S. degree in Environmental Sciences Biology Ecology Forestry Botany Fisheries Range Management Soil Science Geology or related fields with M.S. or PhD degree preferred.
- Minimum of 7 years of experience working as an Environmental Scientist Ecologist or Aquatic Scientist in support of engineering or natural system projects.
- Experience includes:
- Permitting and agency coordination with USACE USFWS TCEQ EPA TPWD Texas GLO and other federal state and local agencies.
- Project scoping task management and client coordination
- Team development coaching and staff utilization
- Wetland and stream restoration mitigation or monitoring
- Minimum of 5 years of experience working with ecosystems in Texas
- Coastal and Environmental Restoration experience is a plus
- Must have the ability to lead technical teams and deliver complex environmental-type projects
- Must have the ability and mindset to develop new clients create new opportunities and win new work that aligns with Plummers growth strategy
- Must be actively involved in conferences and professional organizations

- Drive market growth and client relationships in Texas for environmental permitting and natural systems projects.
- Manage project resources schedules and budgets
- Deliver complex environmental regulatory tasks for projects
- Develop new clients create new opportunities and win work that aligns with Plummers growth strategy
- Develop relationships with clients regulators and partners
- Work across geographies to leverage staff to help with Texas-based projects
- Active involvement in conferences and professional organizations.
