Position Summary:

The Center for Environmental Management of Military Lands (CEMML) at Colorado State University (CSU) is hiring two Environmental GIS Support Supervisors to support the Department of the Air Force (DAF) Environmental GIS project. The project provides GIS support services and maintains 73 environmental data layers for more than 100 U.S. Air Force and Space Force installations. Each supervisor will oversee approximately 812 off-campus Environmental GIS Support Analysts provide technical leadership coordinate project activities and support data quality and standardization.


These full-time fixed-term positions are based at the projects Technical Support Center in Fort Collins Colorado. Candidates living within commuting distance of the following areas may be considered for fully remote work with occasional travel required: Cheyenne Wyoming; Colorados I-25 and I-70 corridors including Fort Collins Denver Colorado Springs and Grand Junction; Phoenix Arizona; Los Angeles California (Lancaster/Palmdale preferred); Santa Barbara California (including Lompoc and Santa Maria); San Francisco and Sacramento California; Shreveport Louisiana; Omaha Nebraska; Las Vegas Nevada; Albuquerque New Mexico; Oklahoma City Oklahoma; San Antonio Texas; and Salt Lake City Utah.


CEMML is a research education and service unit within CSUs Warner College of Natural Resources. CEMML applies science to support the sustainable management of natural and cultural resources on Department of Defense and other public lands. Learn more at CEMMLs website.

Essential Job Duties:

Supervision:

  • Direct and oversee GIS staff supporting multiple installations including work assignments priorities workload performance and compliance with project requirements schedules and quality standards.
  • Provide technical leadership coaching training and professional development; support recruitment onboarding and performance management to achieve individual team and project objectives.
  • Ensure effective and professional communication between GIS staff and U.S. Air/Space Force installation GeoBase and Environmental Program personnel.

Data Quality:

  • Direct implementation of GIS data standards workflows project guidance and SOPs; coordinate periodic data quality reviews and ensure identified deficiencies are appropriately addressed.
  • Lead continuous improvement of GIS data completeness accuracy consistency and spatial accuracy through data development maintenance standardization technical support and coordination of data collection activities.

Project Outreach:

  • Serve as a key point of coordination among installation GIS staff project leadership Environmental Program Managers GeoBase personnel and other stakeholders to identify needs resolve issues and support effective project execution.
  • Lead and participate in project meetings presentations stakeholder engagements virtual site visits and installation visits as needed to support data reviews field data collection and project objectives.

Reporting and Tracking:

  • Monitor and communicate project progress goals activities deliverables deadlines actions and issues; consolidate staff status information and maintain documentation for leadership and sponsor reporting.
  • Develop and maintain project documentation guidance training materials and other resources to promote consistent processes knowledge sharing and effective project execution.

Conditions of Employment:
  • Pre-employment Criminal Background Check (required for all new hires).
  • Must be able to comply with all applicable regulations to obtain a Department of Defense Common Access Card (CAC) and public trust clearance. Furthermore candidates are required at a minimum to complete a NACI/SF85 and successfully pass a federal background check to remain eligible for employment by CSU.   • Must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
  • Valid drivers license or the ability to obtain a drivers license by the proposed start date.
  • Periodically travel to US Air and Space Force Installations as necessary for data collection and development for up to a week in duration.
  • This position may require fieldwork to obtain environmental data which includes possibly walking long distances in adverse terrain and weather conditions carrying all necessary supplies and equipment (less than 45lbs).
  • Relocation expenses are NOT available for this position.

Supervision:
  • Supervises 8-12 off-campus employees specifically Environmental GIS Support Analysts located at various military installations in the central and western US and will work closely with the projects Quality Control team to monitor and enhance overall data quality and standardization.

Minimum Qualifications:
  • Bachelors degree in computer science information technology geographic information systems geography environmental science or a related field.
  • A minimum of five years of related professional experience; coursework does not substitute for required experience.
  • Demonstrated experience supervising or leading a team or project effort including the ability to prioritize work manage time and resources work independently and take initiative to resolve issues.
  • Demonstrated experience with environmental-related GIS Esri ArcGIS software cartography and spatial data development maintenance and management.
  • Experience applying GIS data standards and conducting quality control checks to ensure data accuracy completeness consistency and spatial integrity.
  • Demonstrated ability to work collaboratively in a team environment build and maintain effective professional relationships and communicate effectively with internal and external stakeholders.
  • Strong written and verbal communication skills and proficiency with Microsoft Word Excel and Adobe Acrobat for technical communications documentation and project management tracking.

Preferred Qualifications:
  • MS or MA degree in computer science information technology geographic information systems geography environmental science or related field.
  • More than 5 years of related work experience is desirable.
  • Experience working with remotely based employees and dispersed teams.
  • Demonstrated experience with executing Data Quality Assurance and Quality Control (QA/QC) procedures for geospatial data.
  • Experience working in a highly structured organization and demonstrated knowledge of military instructions directives guidance and environmental regulations and processes.
  • Prior work experience with the DAF GeoBase and/or Environmental GIS programs.
  • Demonstrated experience applying Spatial Data Standards for Facility Infrastructure and Environment (SDSFIE) or working knowledge of similar US agency or federal/state/municipal data standards.
  • Familiarity with International Organization Standardization (ISO) or Federal Geographic Data Committee (FGDC) metadata standards.
  • Experience communicating complex and highly technical information to project stakeholders and those that may not be experienced in GIS or spatial analysis.
  • Existing National Agency Check with Inquiries (NACI) is highly desired.
