Job Summary

Summary

You will serve as a Engineering Technician (Petroleum) with Bureau of Land Management which is located in Anchorage Alaska. Information about Anchorage and the surrounding areas can be found here.

Duties

Duties will be developmental in nature when filled below the full performance level. The duties below are at the full performance level.

  • Inspect all aspects of drilling operations to ensure that operators equipment safety systems and operations are in compliance with the approved regulations.
  • Inspect commingled production sites and venting/flaring operations to verify handling of production per approvals.
  • Inspect undesirable events such as spills or production losses to document and determine cause remedial action to be taken and volume loss.
  • Document problems and determines corrective action.
  • This position requires a considerable amount of math at the high school algebra level to verify volume and height of cement other drilling fluids oil and gas volumes to account for production from Federal oil and gas leases and other assignments.

    • A financial disclosure report Confidential Financial Disclosure Report OGE-450 will be required within 30 days of appointment.
    • You cannot hold an active real estate license nor can you have an interest or hold stocks in firms with interest in Federal Lands.
    • PET POSITIONS ONLY-0802: You must successfully complete the BLM Petroleum Engineering Technician (PET) Certification Program and continue service in the Federal Government for 2 years from the date of obtaining PET certification.
    • PET certification is required at the GS-10 and GS-11 grades and must be maintained.
    • Your resume must contain enough information to show that you meet the qualification requirements as defined in the addition your responses to the questions must adequately reflect in your resume.

    As a condition of employment for accepting this position you may be required to serve a 1-year probationary period or 2-year trial period to evaluate your fitness and whether your continuation of employment advances the public interest.

    To qualify for this position at the GS-7 grade level:
    Experience: To qualify you must possess at least one full year of specialized experience equivalent to the GS-6 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience as indicated by two of the following four duties:
    1. Utilize monitoring systems for drilling fluids
    2. Operate and maintain drilling and production equipment
    3. Safety compliance (i.e. follow procedures check surface casing and check cementing operations)
    4. Work closely with engineers and other technical teams to optimize production methods
    You must include hours per week worked
    -OR-
    Education: Successful completion of at least one full year of graduate education directly related to the work of this position (i.e. major study in petroleum engineering or a related field). You must include transcripts.
    -OR-
    Combination of education and experience as listed above. The total must equal at least 100 percent to qualify. You must include hours per week and transcripts.

    To qualify for this position at the GS-8 grade level:
    Experience: To qualify you must possess at least one full year of specialized experience equivalent to the GS-7 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience as indicated by three of the following four duties:
    1. Utilize monitoring systems for drilling fluids
    2. Operate and maintain drilling and production equipment
    3. Safety compliance (i.e. follow procedures check surface casing and check cementing operations)
    4. Work closely with engineers and other technical teams to optimize production methods
    You must include hours per week worked.
    -OR-
    Education: Successful completion of at least one full year of graduate education directly related to the work of this position (i.e. major study in petroleum engineering or a related field). You must include transcripts.
    -OR-
    Combination of education and experience as listed above. The total must equal at least 100 percent to qualify. You must include hours per week and transcripts.

    To qualify for this position at the GS-9 grade level:
    Experience: To qualify you must possess at least one full year of specialized experience equivalent to the GS-8 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience as indicated by four of the following five duties:
    1. Utilize monitoring systems for drilling fluids
    2. Operate and maintain drilling and production equipment
    3. Safety compliance (i.e. follow procedures check surface casing and check cementing operations)

    5. Drafting correspondence such as reports inspections violations etc. for gas and oil operations
    You must include hours per week worked.
    -OR-
    Education: Successful completion of at least two full years of graduate education or a masters degree directly related to the work of this position (i.e. major study in petroleum engineering or a related field). You must include transcripts.
    -OR-
    Combination of education and experience as listed above. The total must equal at least 100 percent to qualify. You must include hours per week and transcripts.

    To qualify for this position at the GS-10 grade level:
    Experience: To qualify you must possess at least one full year of specialized experience equivalent to the GS-9 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience as indicated by five of the following eight duties:
    1. Utilize monitoring systems for drilling fluids
    2. Operate and maintain drilling and production equipment

    To qualify for this position at the GS-11 grade level:
    Experience: To qualify you must possess at least one full year of specialized experience equivalent to the GS-10 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience as indicated by six of the following eight duties:
    1. Utilize monitoring systems for drilling fluids
    2. Operate and maintain drilling and production equipment
    3. Safety compliance (i.e. follow procedures check surface casing and check cementing operations)
    4. Conducting drill rig inspections
    5. Provide technical guidance and assist with on-site onshore oil and gas inspections
    6. Utilizing blowout preventer
    7. Work closely with engineers and other technical teams to optimize production methods
    8. Drafting correspondence such as reports inspections violations etc. for gas and oil operations
