Description of Work

You must apply by 11:59 PM prior to the posted closing date.This is an Engineering Supervisor position that involves general administrative responsibilities and specialized professional supervision in highway engineering. Will serve as the District Engineer for New Hanover and Brunswick counties. Will manage and coordinate construction and contract administration within assigned counties. Will directly supervise Resident Engineer engineers technicians and clerical staff and provide technical assistance on engineering problems. Will supervise development of secondary road programs and preparation of plans for Division projects. Will direct the review of plans for subdivisions and various types of permits and encroachments. Will respond to inquiries from the public and local officials. Will coordinate with local municipalities on zoning review cases. Will act as point of contact for municipalities and public.
A full knowledge of the principles and practices of civil engineering as related to the location design construction and maintenance of highways. Ability to understand explain and administer contracts; interpret plans provisions and specifications policies procedures regulations and laws as well as strong written and verbal skills. Ability to prepare documents that are legally sound. Ability to direct the work of other construction engineering functions involving difficult engineering work and to make sound recommendations and decisions on engineering problems. Ability to supervise and evaluate performance of other employees. Will perform administrative and management duties.
As part of the hiring approval process NCDOT will run a driver license check after conducting interviews but prior to offering a position.
Prospective drivers must meet the following standards to be eligible to operate NCDOT vehicles:
No more than two convictions of moving violations within the past three years
No convictions of an alcohol or drug related traffic offense within the past five years
Must be able to legally operate state vehicle If a driver applicant has possessed an out-of-state drivers license in the past ten years the drivers record from the state(s) involved shall be obtained. Such applicants and those who currently possess an out-of-state drivers license will be responsible for providing their driving records from the appropriate states.
Knowledge Skills and Abilities/Management Preferences
Salary Grade and Salary Range: NC23 / $81620 - $159158
Management prefers applicants with the following:
- Considerable knowledge of NCDOT and FHWA policies procedures and guidelines as well as established practices and principles of transportation engineering.
- Experience in reviewing and approving subdivision roadway plans right of way encroachments and driveway permit applications and associated traffic impact analysis for compliance with all applicable design and safety standards congestion management guidelines.
- Working knowledge in contract administration for Central and Division Projects in accordance with established state and federal policies procedures and guidelines to include review of project plans and specifications for STIP bridge Spot Safety
- Experience in the supervision direction management and training of subordinate employees and contract engineering personnel to achieve established project and permitting delivery metrics.
- Customer service experience with internal and external customers including Division personnel & management Municipal & County governments consultant and contractors elected officials and general public including explaining engineering concepts to various customer groups.
Minimum Education and Experience

Bachelors degree in an applicable field of engineering from an appropriately accredited institution and five (5) years of progressively responsible experience including three (3) years of supervisory experience; or an equivalent combination of education and experience.
Necessary Special Requirements
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
