The Air Quality Permit Engineering Assistant I works on air quality permitting of stationary sources of air pollution for the Pima County Environmental Quality this role you will review air quality permit applications for new stationary sources in addition to air permit renewal applications for existing stationary sources to determine this position you will also make permit revisions and record facility changes for existing sources including drafting air quality permits involving technical assessment of estimating air quality emissions associated with permitted facilities air quality control equipment and measures used to reduce emissions to the ambient air. Additionally you will use Accela to track permit actions and generate invoices.
Essential Functions:

Participates in designs studies and cost estimates and prepares reports for future and proposed projects;
Calculates hydraulic capacity of gravity and pressure sewer pipes
Analyses of engineering systems to optimize operations;
Determines need for basic data such as field surveys location of utilities and soil tests and requests information through appropriate channels;
Coordinates design and other features of work with other departments and public agencies;
Reviews completed work for conformance with original job instructions and accepted engineering practices;
Reviews or checks designs drawings and profiles for adequacy soundness of engineering features and practicality;
Checks and reviews final plans and specifications including contract projects for submission to supervisor;
Prepares or supervises the preparation of as-built plans or statistical analysis of systems;
Performs research investigative and design work;
Manages the construction of public works projects;
Provides professional engineering direction and guidance in the construction maintenance or operation of public works facilities and structures;
Performs design review of plans and technical reports for public Agency improvements for conformance to County standards including current Engineering Design Standards and Standard Specifications and Details for Construction;
Prepares and reviews engineering solicitations invitations to bid and evaluates submittals;
Reviews plans specifications and analyses prepared under contract.
Minimum Qualifications:
Bachelors degree from an accredited college or university with a major in engineering or closely related field as determined by the department head at the time of recruitment.
(Relevant engineering experience may be substituted for the education requirement.)

Experience with technical permitting which may include air quality stationary source permitting.
Experience in project oversight.
Experience working with databases and/or tracking software.
Experience working with stakeholders which may include other government agencies engineers industry and members of the public.
Experience applying and interpreting codes rules regulations laws and/or ordinances.
Experience reviewing technical specifications plans schematics and/or engineering designs.
