Main Purpose of Job
The main purpose of this position is assisting the Division in ensuring employers compliance with MD workers compensation laws. MD law requires all employers of at least one covered employee to maintain workers compensation insurance for that employee. This position will work with the Director to further develop the proof of coverage program with the MD Department of Labor. A proof of coverage program will be maintained by this position. Additionally review Exclusion forms for acceptance/rejection by the Commission.
POSITION DUTIES
Prepare and run a data match with WCC data and MDL data todetermine employers maintaining Unemployment Insurance accounts and notcarrying workers compensation insurance. Prepare letters to employersidentified in the data run and monitor responses.
Assist with the preparation of monthly correspondence toemployers who have cancelled their insurance policies.
Work with data provided by the National Council onCompensation Insurance (NCCI) to determine the MD employers to be contactedregarding their cancellation of insurance. Answer questions and addressconcerns raised by the employers who are contacted.
Work in conjunction with the Employer Compliance Leadregarding employer compliance enforcement including correspondence withuninsured employers setting Show/Cause hearings and follow up when theCommission issues an order to obtain insurance.
Review Exclusion Forms for acceptance/rejection and answerquestions/assist the public with completion and submission of the forms.
MINIMUM QUALIFICATIONS
Education:Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30credit hours from an accredited college or university foroneyear of the required experience.
2. Candidates may substitute the possession of a Bachelors degreefrom a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that includedregular use of independent judgment and analysis in applying and interpreting complex administrative plans policies rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the requiredexperience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1. Possession of a Bachelors degree from a college oruniversity.
2. Oneor more years of experience working with databases and performing data matchesto research/locate and monitor businesses and individuals.
3. Proficiencywith Microsoft Word and Excel including experience importing data into Excelformatting data in Excel tracking data in Excel and using mail merge in Wordusing Excel data.
4. Successfulcompletion of at least one college level three (3) credit Technical Writingcourse from an accredited four-year college or university.
LICENSES REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
