Job Summary

Summary

The primary purpose of this position is: To provide emergency police fire and medical services to the public by answering emergency E-911 calls and responding with appropriate personnel and equipment. The 902d Civil Engineer Squadron Joint Base San Antonio Lackland Air Force Base responds to all emergencies.

Duties

  • Provides emergency E-911 call-taking and dispatching services.
  • Performs EMD services to callers with medical emergencies.
  • Maintains maps checklists and charts including automated programs.
  • Operates and maintains telephones automated data processing equipment (ADPE) printers recorders facsimile equipment and other devices installed in the dispatch Center.
  • Prepares and maintains reports and records relating to emergency responses.

  • Depending on the type of position (competitive/excepted) you are selected for you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period your employment will be terminated unless you receive certification in writing that your continued employment advances the public interest.
  • May occasionally be required to work other than normal duty hours. and/or Shift work may be required which may include overtime and/or irregular hours.
  • Employee is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time.
  • May be required to respond on off-duty time during a conflagration or stay over until an emergency has been terminated or until properly relieved by a qualified dispatcher.
  • Must obtain and maintain the appropriate security clearance.
  • Must participate in exercises by relaying accurate information.
  • Must be resourceful and alert to adequately perform duties.
  • Employee must participate in recurrent proficiency training as directed.
  • If situation dictates employee must be able to relocate to the alternate FACC. Employee must be able to transport 30 35 pounds of books and equipment during relocation process.
  • The work requires the employee to drive a motor vehicle. An appropriate valid drivers license is required for the position. Duty 2 which requires the use of a government owned vehicle (GOV).
  • Employee may be required to travel to attend temporary duty for training purposes.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Qualifications

Conditions of Employment Continued:

  • Employee must obtain/maintain required certifications i.e. International Fire Service Accreditation Congress Certification as a Telecommunicator Level I and II; EMD and EMD-Q certifications including initial and follow on certification; CPR certification; HAZMAT Awareness; etc.
  • Works in close harmony with supervisors co-workers and others during day-to-day routines and during emergencies. Is required to maintain good working relationships with on and off-base agencies maintaining a consistently courteous attitude at all times. Keeps calm and cool during emergency situations.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force national security and public safety.
  • The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7 Screening the Ready Reserve)
  • KEY- The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7 Screening the Ready Reserve)

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Clerical and Administrative Support Positions Dispatching Series 2151.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05 or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of emergency vehicle dispatching procedures resources and capabilities and detailed geographic knowledge of the installation; Basic knowledge of standard fire protection and prevention theories techniques and practices relative to various types of emergencies such as structural fire aircraft crash hazardous materials situations and medical emergencies; Knowledge of EMD procedures sufficient to instruct caller on rendering medical aid; Knowledge of communications operations and telecommunication equipment in a computerized telecommunications service center; Knowledge of a comprehensive body of operational knowledge of communications equipment alarm systems and radios; Knowledge of various office automation software processing procedures and function keys and the similarities and differences among software types to produce a wide range of documents such as graphics or tables within text to edit and reformat electronic drafts and to update and revise existing databases or spreadsheets; and Knowledge of basic computer operations including work processing retrieval and input of data. A qualified typist is not required.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
  1. Knowledge of communications operations and emergency dispatching policies and procedures.
  2. Knowledge of basic computers operations to include word processing retrieval and input of data. A qualified typist is not required.
  3. Knowledge of location and availability of emergency apparatus the kind of apparatus and equipment needed for the emergency at hand.
  4. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations. Ability to assess incoming information (problems presented) in police fire medical and other emergency situations and quickly determine the proper dispatching course of action.
  5. Ability to work independently without immediate supervision. Knowledge of emergency response agencies and services including police fire and medical. Knowledge of Emergency Medical Dispatch services in order to determine the appropriate procedures for 911 callers.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
