As an Emergency Services Planner Senior no two days are the same. You will be at the forefront of regional safety helping prepare for and respond to a diverse range of challenges from extreme heat and flash floods to wildfires major special events and complex all-hazards emergencies.
In this critical role youll develop and maintain emergency plans provide technical expertise in All Hazards and Radiological programs support training and exercises and collaborate with Maricopa County partner cities towns tribal nations and other emergency management stakeholders to strengthen regional preparedness and response. While emergency management is at the core of this role it has a strong technical focus on radiological emergency preparedness.
Youll do this work from our state-of-the-art Emergency Operations Center opened in 2025. This high-tech command hub features advanced video walls for real-time situational awareness during active emergencies plus access to an on-site fitness center to support your wellness and work-life balance.

We Require
Three years of professional experience in program or project management for emergency operations
Bachelors degree in emergency management program management a natural or physical science or a closely related field
An equivalent combination of post-secondary education and/orjob-related experience may substitute for therequired experience on a year-for-year basis
We Also Value
Experience with radioactive materials power plants or the Radiological Emergency Preparedness Program
Experience developing emergency operations plans continuity plans training programs and exercises; experience with NIMS ICS CPG 101 and HSEEP
Experience collaborating with local state federal tribal nonprofit and private-sector partners
Strong communication facilitation presentation and project management skills
Job Contributions
Provides technical assistance subject matter expertise and planning support to County departments local jurisdictions tribal nations and partner organizations to ensure consistency and integration of emergency management programs and plans
Develops coordinates evaluates and maintains Emergency Operations Plans (EOPs) Continuity of Operations Plans (COOPs) and related emergency preparedness plans for the County municipalities tribal nations and partner agencies including Access and Functional Needs considerations
Reviews updates researches and develops emergency management plans procedures and program documentation to address emerging threats changing requirements and operational needs
Supports the development coordination training testing and execution of All Hazards or Radiological emergency preparedness programs exercises and response plans including exercise planning team leadership as assigned
Prepares and delivers presentations briefings workshops and training programs related to disaster preparedness emergency management continuity planning and emergency response operations
Leads and manages complex emergency management projects planning initiatives training programs and full-scale exercises in alignment with HSEEP guidance and Multi-Year Training and Exercise Plans
Serves as a subject matter expert and mentor to Emergency Services Planners supports intern development assists with duty officer training and participates in a rotating on-call duty officer schedule including after-hours and weekend response
Serves in leadership roles during Emergency Operations Center activations exercises and emergency incidents including supporting partner EOCs and serving as an operational subject matter expert or EOC Manager in the absence of designated supervisors
Supports Reception and Care Center (RCC) Disaster Recovery Center Family Assistance Center shelter planning and related emergency response operations while ensuring compliance with applicable standards and requirements
Working Conditions
Hybrid or alternative work schedule options are available after the training period based on business needs
Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
Ability to exert 20-25 lbs. occasionally 10-25 lbs. frequently or up to 10 lbs. constantly
Valid Arizona drivers license is required upon hire
Completion of FEMA IS-100 IS-200 ICS-300 ICS-400 IS-700 IS-800 IS-120.c IS-230.d IS-235.c IS-240.b IS-241.b IS-242.b IS-244.a and IS-2200 or the ability to complete within one year of the hire date
