Job Summary
The Emergency Management Specialist (Training Exercise & Education Coordinator) is responsible for the development coordination delivery and evaluation of the statewide emergency management training program. The position ensures that training all-hazards qualifications and credentialing activities support statewide preparedness priorities. This position coordinates across federal state tribal and local partners to increase the readiness of personnel across all phases of emergency management.
This position falls within the emergency management career ladder which establishes criteria for initial pay and pay increases based on experience in all aspects of the profession.
Responsibilities:
- Develop and maintain the annual training strategy calendar and implementation plan aligned with the state Integrated Preparedness Plan THIRA/SPR process preparedness grants and identified capability gaps.
- Conduct training needs assessments and analyze after-action reports exercise improvement plans stakeholder feedback and incident lessons learned.
- Design schedule coordinate deliver and evaluate emergency management training across various platforms to include instructor-led virtual and hybrid.
- Maintain positive relationships with key state and federal partners professional associations and local/tribal emergency management personnel.
- Accurately maintain training records student registration certificates course evaluations instructor records and statewide training metrics.
- Develop and maintain state curricula and course materials using adult-learning and instructional-design principles.
- Administer standards for instructor qualification instructor endorsement course approval and course quality assurance.
- Support the state exercise program by ensuring training priorities connect to exercises corrective actions and operational readiness.
- Provide technical assistance to local emergency management agencies in the development and management of training and exercise programs.
- Prepare briefing materials annual reports performance measures and recommendations for agency leadership.
- Provide support to the State Emergency Coordination Center as needed.

Qualifications:
- Bachelors degree in emergency management public administration or related field.
- Four years of professional work experience in emergency management or disaster training/education.
- Alternative combinations of education and experience may be considered on a case-by-case basis.
Knowledge Skills and Abilities:
- Knowledge of emergency management principles and practices.
- Knowledge of the principles and practices of emergency management including the National Incident Management System (NIMS) and the Incident Command System (ICS).
- Ability to utilize a variety of technology platforms such as Microsoft Teams Word PowerPoint Zoom etc.
- Ability to communicate effectively both orally and in writing with diverse audiences.
- Ability to work independently and as part of a team.
This is a full-time position with a competitive salary and benefits package. The location of the position is in Helena Montana however telework is negotiable after completion of a probationary period. This position reports to the Preparedness Bureau Chief.
Conditions of employment: Must successfully pass background and driving records checks.
Must have demonstrated the ability to work with and engage in diverse working environments within and outside of the Department of Military Affairs.
