This is a grant-funded position.

Position Overview:

Under the supervision of the PHP Operations Manager in the Public Health Preparedness & Response (PHPR) Division the Strategic National Stockpile (SNS) Emergency Management (EM) Analyst will lead the planning development and implementation of the Strategic National Stockpile (SNS) Program in alignment with the Cities Readiness Initiative (CRI) grant. This analyst will adopt a whole-community approach and collaborate closely with department staff and external stakeholders on preparedness planning training and exercising to respond to and recover from public health emergencies. The analyst will play a lead role in responding to public health emergencies including disease outbreaks chemical and radiological incidents and those involving the SNS.

Duties and Responsibilities:

  • Develop and maintain Strategic National Stockpile (SNS) plans standard operating procedures (SOPs) standard operating guides (SOGs) and other documents to support a public health response ensuring that plans align with federal state regional and local requirements and are coordinated with partners. Develop and maintain distribution and dispensing strategies including Points of Dispensing (PODs) and other methods for rapidly delivering medical countermeasures (MCMs) to affected populations.
  • Serve as a liaison to external partners including county departments emergency management and response agencies industry partners academic institutions and Local Emergency Planning Committees (LEPC) for SNS-related planning coordination and response activities.
  • Develop and maintain partnerships and operational agreements necessary to support SNS and public health emergency response activities. Coordinate with stakeholders to establish roles responsibilities resource commitments and response procedures.
  • Coordinate the resources logistics and technology requirements needed to support dispensing and distribution of MCMs during public health emergencies including identifying resource needs supporting resource requests and procurement coordinating transportation and distribution requirements and assisting with the management and allocation of MCMs and SNS assets. Develop implement and maintain electronic systems databases tracking tools and other technology solutions to support SNS planning inventory management resource tracking partner coordination dispensing operations situational awareness documentation and response activities.
  • Develop coordinate and facilitate SNS and public health emergency response training drills and exercises for staff volunteers partner agencies and other stakeholders. Develop appropriate training and exercise documentation including After-Action Reports/Improvement Plans (AAR/IPs) identify corrective actions and monitor progress toward implementation.
  • Monitor and strengthen SNS operational readiness by assessing resource requirements identifying gaps and vulnerabilities supporting readiness assessments such as the Operational Readiness Review (ORR) and Project Public Health Ready (PPHR) and utilizing the continuous improvement process. Develop maintain and deliver training educational materials job aids response tools and other resources to support public health preparedness response and recovery.
  • Maintains a high degree of proficiency within the incident management framework and other duties as assigned include but are not limited to acting in a leadership position during public health emergencies such as biological chemical and radiological incidents and supporting all-hazard public health emergency preparedness and recovery.

Requirements

Education:

  • Bachelors degree from an accredited college or university in public health emergency management environmental health and safety healthcare chemistry biology or a related field of study.

Experience:

  • Three (3) years of experience in public health emergency management public health preparedness and response healthcare or a related field.

Knowledge Skills & Abilities:

  • Proficient in MS Office Suite (Word Excel PowerPoint Outlook)

  • Ability to establish and maintain effective working relationships and foster teamwork in a diverse environment.

General Information

Position Type and Typical Hours of Work:

  • This is a Full-Time Grant-Funded position.
  • Days and hours of work are typically Monday through Friday from 8am to 5 pm.
  • Others days and hours as necessary.
  • May be required to work long and irregular hours possibly a minimum of 96 hours including weekends and holidays in circumstances of an emergency response or potential for such.

Work Environment:

  • This job operates in a professional office environment. This role routinely uses standard office equipment such as computers phones photocopiers filing cabinets and fax machines. Response training and exercise activities could be outdoors sometimes in austere conditions or in a non-climate controlled warehouse with various public health response equipment. Can work in extreme conditions during an emergency response or pandemic.

Physical Demands:

  • This position will require work during stressful emergencies. Must be able to speak in a manner easily understood by the average person. Must be able to perform duties assigned during emergencies competently. The incumbent must be able to lift 30 lbs. walk up two flights of stairs and work in the field when required.
