Responsibilities:

  • Applies effects-driven planning to integrate information and/or special capabilities (e.g. PSYOP IO Cyber Space EW OPSEC STO SAP ACCM DDA) into coherent operational concepts supporting campaign objectives.

  • Integrates intelligence and develops collection requirements to inform planning execution and decision-making.

  • Performs network target system or nodal analysis leveraging diverse intelligence information and data sources to inform operational targeting and mission planning

  • Conducts operational-level target development process nominating specific targets or actions that support the overall campaign plan.

  • Coordinates and synchronizes effects-driven planning and execution with interagency partners allies partners academia industry vendors and DoD/DoW stakeholders to ensure unity of effort and de-confliction.

  • Assesses risks dependencies and second- and third-order effects associated with sensitive and compartmented activities to inform effects prioritization and sequencing across partners.

  • Ensures legal policy attribution and operational risk considerations are integrated into plans while producing decision-quality assessments briefs and recommendations for senior leaders.

  • Manages review and approval processes for sensitive operations

  • Develops and incorporates measures of performance and effectiveness evaluation frameworks and assessment plans to support refinement of plans and operations.

  • Facilitates senior-level meetings briefings planning sessions and operational working groups to enable decision-making and mission integration.

  • Produces quality briefs recommendations and documentation supporting sensitive activities governance oversight and execution

Qualifications:

Required:

  • Bachelors of Arts/Bachelors of Science degree in a relevant field

  • 3 years experience planning coordinating and synchronizing sensitive activities IW OIE CI HUMINT and/or compartmented military or IC activities (e.g. IJISTO SAP ACCM etc).

  • 5 years demonstrated experience in military planning processes including Joint Planning Process (JPP) military decision-making process joint targeting process and/or military campaign planning

  • Active TS clearance and SCI eligible; willingness to submit to CI Poly

  • Proficient in standard military software applications and communication systems

  • Demonstrated experience briefing or delivering written operational concepts to executive/senior-level (GO/FO/SES) decision makers

Desired:

  • Completion of advanced OIE or IW relevant training such as FA30 Information Operations Qualification Course Joint Information Planners Course (JIPC (formerly JIOPC)) OPSEC Planners Course MILDEC Planners Course PSYOP Planners Course Joint Targeting School Joint Intermediate Target Development Course (or similar service school) STO Planners Course Advanced Special Operations Managers Course Source Operations Course (HUMINT) Special Operations Forces Network Development Course a US Government Counterintelligence Badge and Credential producing course

  • Knowledgeable in intelligence disciplines (e.g. HUMINT CI Operations etc) capabilities limitations and platforms and relevant Intelligence Community Directives.

Experience with IW or Sensitive Activities planning at the operational level to include experience at CCMD Service Component Command Joint Task Force level or similar organization.

Pay Range:

There are a host of factors that can influence final salary including but not limited to geographic location Federal Government contract labor categories and contract wage rates relevant prior work experience specific skills and competencies education and certifications.
