The Equal Employment Opportunity and Outreach Directoris a highly skilled non-managerial position responsible for the establishmentand oversight of the agencys EEO program and outreach for talent and businesscommunity relations for the enrichment of the agencys workforce andprocurement process. This position participates in the developmentimplementation and execution of the agencys EEO and Outreach policiesprograms plans and procedures.
This position works closely with and supportsthe Executive Director Chief Investments Officer and HR staff to ensurealignment with the Agencys mission statement through community network andoutreach training and the administration of EEO policies and procedures inaccordance with State and Federal EEO laws.
Theposition requires a highly motivated individual with strong customer serviceskills and executive vision. Theposition will focus on identifying opportunities for workforce developmentincluding assisting with strategies to recruit and retain workforce talent thatis diverse and free from bias. This position will be responsible forinvestigating and tracking all discrimination and harassment complaints whileassisting with all American with Disabilities Act (ADA) request. This positionwill also conduct and track mandatory sexual harassment prevention training forall staff.
Maintaina communication channel engaging and consulting with the wider Marylandgovernment community organizations and other relevant bodies for the benefitof the agencys community outreach.
Thisposition is a Special Appointment and will service at the pleasure of the Appointing Authority.
This position duties will include but not be limited to thefollowing:
Develop and deliver training programs toeducate employees on concepts and best practices that cultivate a workenvironment that fosters complimentary thought inclusive action and teambuilding.
Investigates complaints ofdiscrimination and workplace harassment.
Consult and update agency executivemanagement and/or agency Fair Practices Officer when appropriate.
Draw conclusions based on factualevidence.
Compose determination report to beissued to the Executive Director for review and consideration. Retainsupporting documentation including litigation hold requests to IT on filesand communication of involved parties when appropriate.
Report on claims and determinationsyearly.
Attend EEO-related training to stay upto date with laws regulations procedures and best practices.
To ensure that disciplinary actionsarising from Equal Employment Opportunity (EEO) matters are fair consistentlegally compliant and aligned with organizational policy the EEO Officer andEmployee Relations (ER) Manager must engage in timely consultation prior tofinal disciplinary recommendations. Drafts formal closeout memos to be issuedto Complainant for all complaints received.
Understanding and applying provisionsof federal State and local laws and regulations pertaining to EEO relatedlaws regulations programs policies & procedures relevant to the SPMS andprograms.
Reviews HR related Workday transactionsto ensure EEO compliance and avoid unintended biases including disciplinaryactions.
Collaborate with senior leadership tohelp integrate programs that foster integrated missions that identifyopportunities for cross-training and succession planning.
Engage staff to identify and leverageopportunities that enhance employee development and overall workplaceexperience.
Design Plan Develop Update andAdminister training programs curriculum and materials on the ADA process andSexual Harassment Prevention Training.
Prepare ADA interactive processdocuments reports and memorandum. Tracks and updates all ADA cases. TheEmployee Relations Manager will serve as the secondary point of contact for anyADA cases that pose a conflict of interest or to assist with caseload.
Ensure that a system has beenestablished to periodically evaluate the effectiveness of the units overallequal employment opportunity effort.
Prepares and submits the annual EEOreport.
Manages special projects directed by theExecutive Director and Chief Investment Officer and maintains confidentialityof sensitive personnel information.
Performs other duties as assigned.
Education: Graduation from anaccredited high school or possession of a high school equivalency certificate.
Experience: Six years ofadministrative staff or professional work.
Notes:
1. Candidates may substitute 30college credit hours from an accredited college or university for each year upto four years of the required experience.
2. Candidates may substitute thepossession of a Bachelors degree from an accredited college or university andtwo years of experience in administrative staff or professional work for therequired experience.
3. Candidates may substitute thepossession of a Masters degree from an accredited college or university forthe required experience.
4. Candidates may substitute Forces military service experience as a commissioned officer involvingstaff work related to the administration of rules regulations policyprocedures and processes or overseeing or coordinating unit operations orfunctioning as a staff assistant to a higher ranking commissioned officer on ayear-for-year basis for the required experience.

Preferred candidates will possess the following qualifications:
-Three years of experience in EEO compliance.
