Job Summary

Objectives

Knox County Board of Developmental Disabilities is seeking an Early Childhood Developmental Specialist to join its team. This is a full-time position with a normal work schedule of 8 a.m. to 4 p.m. The starting salary is $44821 commensurate with experience.

Essential Functions

  1. Provide developmental services to infants and toddlers birth through five years of age with a disability in collaboration with the parents or custodial guardians. The services are identified on the Individual Family Service Plan for children birth to three and on the Child and Family Plan for children who continue to receive early childhood services.
  2. Develop and maintain a positive environment and relationship with individuals families coworkers providers and the community while maintaining respect and support to those served.
  3. Implement vision and mission of the KCBDD.
  4. Administer the Bayley Scales of Infant and Toddler Development III to determine eligibility for infants and toddlers based on the results of the testing. Provide a clinical assessment of a childs developmental functioning level and need for services if eligibility is established from the list of approved medical diagnosis informed clinical opinion or from a previously determined eligibility.
  5. Implement a family assessment by administrating a state approved tool i.e. Routines Based Interview.
  6. Incorporate all developmental information into a written developmental summary and share information with the family within 45 days of referral to Help Me Grow.
  7. The ECS is to maintain a mixed caseload of children who will receive early intervention as well as early childhood services. The role of the ECS is to collaborate with other professionals in Help Me Grow to provide timely and effective interventions evaluations and therapies that adhere to the policies and procedural guidelines of Help Me Grow. Responsibilities will include attending meetings and participating in the development of the Individualized Family Service Plan (IFSP) for children between the ages of 0 to three. The ECS may continue to provide services on a Child and Family Plan for children receiving early childhood services between the ages of 3 thru 5. The standards of early childhood services will adhere to the policies and procedural guidelines of Knox County Board of DD Early Childhood Services.
  8. Implement individualized interventions through the use of the coaching model. Evidenced based coaching practices enhance existing knowledge develop new skills and promote healthy child development. Intervention strategies are meaningful purposeful and practical to the family. They are incorporated into the natural learning opportunities that occur throughout the familys daily activities and routines.
  9. Collaborate with other professionals that are members of the early childhood services multi-disciplinary developmental team. Attend regular team meetings share clinical impressions interpretation and therapeutic interventions. Attend joint home visits with other professionals from the team.
  10. Provide individualized supports that are unique and diversified and meet the needs and convenience of the family. All early childhood services that a family receives will take place in the natural environment of the family including the community.
  11. Support transition of the child and family to preschool special education or other appropriate services including Service and Support Administration.
  12. Complete appropriate materials on the child as they relate to intake evaluations assessments and recommendations; comply with County Board and Ohio Department of Developmental Disabilities rules and regulations in Early Intervention.
  13. Maintain timely case notes in Gatekeeper that accurately reflects the families IFSP and Child and Family Plan outcomes.
  14. Understand and abide by HIPAA regulations and standards.
  15. Comp time (other than a flexible work schedule) is permitted only with supervisors approval in advance.
  16. Report Unusual Incident and Major Unusual Incidents as required by law; cooperate with investigators and complete appropriate forms as required.
  17. Provide reports and clinical data to the Early Childhood Services Director.
  18. Attend trainings to maintain optimum knowledge and practice of evidenced based services in the Early Childhood field.
  19. Other duties as required.
WORKERS CHARACTERISTICS (Minimum Acceptable Qualifications)

Knowledge of: a) developmental disabilities and the five developmental domains b) psychology and behavioral disorders c) good understanding of family dynamics d) implementation of Bayley RBI IFSP e) proper lifting techniques f) medical procedures applicable to ensure the health and safety of individuals attending the Early Childhood Services Program.

Ability to:a)write developmental summaries and psycho-social family assessments b) ability to share results of developmental evaluation with parents c) develop and maintain effective working relationships with co-workers families supervisors Help Me Grow staff therapeutic team members and community collaborative partners d) communicate effectively in verbal and written form e) recognize unusual or threatening conditions and take appropriate action g) prepare and maintain accurate documentation h) do heavy lifting (minimum of 50 pounds).

Job Standards

  • Holds a bachelors or masters degree in education health social or behavior science social services human services or other related field from an accredited college or university.
  • And or holds a bachelors degree in an unrelated field from an accredited college or university and has a least two years of full time ( or equivalent part-time) supervised paid experience working with children birth through five with disabilities developmental delays or diagnosed physical or mental conditions.
  • Holds a current DODD Developmental Specialist certification or the ability to obtain one
  • Holds valid Ohio Drivers License. Current first aid and CPR card. BCI/FBI nurse registry abuse registry clearance pre-employment drug screening.
