Job Duties

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. The Virginia Department of Juvenile Justice is seeking a creative innovative and detail-oriented E-Learning Instructional Designer to support employee development and organizational learning initiatives across the agency. This exciting opportunity is ideal for a learning professional who is passionate about creating engaging digital training experiences that support staff development compliance training leadership growth and operational excellence. The selected candidate will play a key role in designing impactful learning solutions that support DJJs mission and workforce. This position will comply with the Agencys Telework policy and the primary location for this position is in Hanover VA.

The E-Learning Instructional Designer duties and responsibilities:

  • Design and develop instructionally sound learning solutions adhering to internal processes and established design standards
  • Collaborate with cross-functional teams to create effective digital learning solutions
  • Use sound judgement to make independent decisions and command exceptional skills in delivery
  • Work closely with subject matter experts and stakeholders to develop course content analyze learning needs identify performance gaps and improve learning experiences
  • Facilitate meetings and consult with agency staff and management
  • Utilize time management tools and efficient and effective communication to accomplish all tasks
  • Microlearning job aids videos and blended solutions
  • Utilize additional tools such as Articulate Storyline Adobe Captivate and similar platforms
  • Ensure materials are accessible inclusive and aligned with basic WCAG standards
  • Support evaluation of learning effectiveness through learner feedback assessments and completion data
  • Demonstrate a high standard of professionalism and ownership/responsibility
  • Establish and maintain effective working relationships with management peers and other employees/stakeholders

This is an hourly/wage position and is limited to 1500 hours to average 29 hours per week in a 12-month period. This position does not include the state benefit package.

Minimum Qualifications

  • Considerable knowledge in instructional design curriculum development and adult learning principles
  • Understanding of basic production and implementation of media elements such as graphics sound and video
  • Considerable experience with e-learning authoring tools such as Articulate Storyline Adobe Captivate or similar platforms
  • Excellent written verbal and visual communication skills
  • Ability to manage multiple projects meet deadlines and organize work with a strong attention to detail
  • Proficiency with Microsoft Office Suite and learning technologies
  • Knowledge of accessibility standards and online learning best practices

Additional Considerations

  • Training and/or experience in Instructional Design Education Human Resources Communications Organizational Development or related field
  • Experience working in public sector corrections education healthcare or workforce development environments
  • Experience administering or supporting a Learning Management System (LMS) Commonwealth of Virginia Learning Center (COVLC) is preferred
  • Must read and interpret laws regulations procedures directives and instructions
