This is a Tier 1 position. The salary for Tier 1 positions in Army is normally between $199172 and $209600.
Serves as the senior executive responsible for planning directing and integrating strategic engagement activities that enable force generation force development and force design across U.S. Army Transformation and Training Command (T2COM). Provides executive leadership in synchronizing government industry academic joint and international engagements to advance enterprise-level modernization objectives and ensure unity of effort across the Army and the Department of War (DoW). Exercises broad authority to develop implement and assess strategies that accelerate the identification evaluation and transition of innovative technologies to the warfighter. This includes ensuring compliance with statutory and regulatory requirements including small business policies acquisition directives and congressional reporting expectations. Leads efforts to inform and educate members of Congress senior Army leaders and external stakeholders on command priorities capability gaps and modernization initiatives. The position requires continuous coordination with Headquarters Department of the Army (HQDA); DoW components; interagency partners; state and local governments; and private-sector organizations. Handles sensitive confidential and politically significant information and represents T2COM in high-visibility engagements with senior officials across government and industry. Provides executive oversight of systems integration functions workforce management and resource allocation to ensure effective execution of the Directorates mission. Leads a multidisciplinary staff and directs complex initiatives requiring cross-functional collaboration strategic planning and enterprise-wide synchronization. Utilizes expert judgment broad organizational awareness and the ability to influence decision-making at the highest levels of the Army and DoW.
CONDITIONS OF EMPLOYMENT:

- One year trial/probationary period may be required. You will serve a one-year probationary period unless you have previously completed the probationary period in the SES.

- The incumbent is required to travel on both scheduled and unscheduled aircraft and other modes as required under conditions specified under the DoD Joint Travel Regulations.
- The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process.
- Mobility: An essential element of the SES is mobility across geographic organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. You must sign a mobility agreement.

TECHNICAL QUALIFICATION (TQ): Your resume should demonstrate accomplishments that would satisfy the following technical qualification.
TQ: Demonstrated knowledge of and experience in leading strategic engagement and modernization initiatives at a national or DoW enterprise level. Successfully influenced senior DoW Congressional and industry leaders to achieve major transformation or acquisition outcomes and demonstrates mastery in synchronizing multiple complex programs across the joint force and interagency partners resulting in the successful fielding of critical capabilities.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. - ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government commitment to uphold the Constitution and the rule of law and commitment to serve the American people.
- ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources budget effectively cut wasteful spending and pursue efficiency through process and technological upgrades.
- ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge ability and technical competence to effectively and reliably produce work that is of exceptional quality.
- ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organizations vision mission and goals and to drive a high-performance high-accountability culture. This includes when necessary the ability to lead people through change and to hold individuals accountable.
- ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP) or have SES reinstatement eligibility you do not need to respond to the ECQs. Instead you should attach proof (e.g. SF-50 Certification by OPMs SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical organizational and functional lines and may be required to sign a Reassignment Rights and Obligation Agreement.
Tiering: The Department of the Army structures its SES positions into categories (i.e. tiers) to determine the pay range for each position.
