  • Collaborates with Department Heads and Elected Officials to define the organizations long-term mission and goals; Identifies ways to support this mission through talent management.
  • Identifies key Human Resource metrics and performance indicators for the organizations human resource and talent management functions.
  • Assesses the organizations success and market competitiveness based on these metrics.
  • Develops appropriate metrics to identify critical and specific gaps and the strategies and tactics to address the organizations needs in related areas.
  • Researches develops and implements competitive compensation benefits performance appraisal and employee incentive programs.
  • Provides guidance and leadership to the Human Resources Team.
  • Assists with resolution of Human Resource compensation and employee relations questions concerns or issues.
  • Ensures compliance with all federal state and local labor and employment laws; and other laws regulations and requirements.
  • Maintains knowledge of laws regulations and best practices in employee law Human Resource and talent management.
  • Drafts and implements the organizations budget for the Human Resources department.
  • Participates in professional development and networking conferences and events.
  • Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

MINIMUM JOB REQUIREMENTS:

  • Bachelors Degree in Human Resources Business Administration or related field. Masters Degree preferred.
  • PHR or SPHR SHRM-CP or SHRM-SCP professional certification.
  • 10 years of Human Resources Management experience with a measurable record of leadership and accomplishments in the areas of employee relations training and development compensation and HRIS and recruiting and staffing.
  • Strong verbal and written communication skills and outstanding interpersonal skills and conflict resolutions skills.
  • Excellent organizational ability and attention to detail strong analytical and problem-solving skills and strong supervisory and leadership experience.
  • Must have a thorough knowledge of employment-related laws and regulations and the ability to interact effectively with the public other employees and elected officials.
  • Knowledge of and experience with varied human resource information systems and proficiency with Microsoft Office Suite or related software.

STARTING SALARY RANGE: Commensurate with Experience
