Job Summary

Introduction

The Department of Finance seeks a Director for theDivision of Accounting who will provide statewide leadership direction andmanagement of accounting payroll compliance internal control and financialreporting for all state organizations including school districts and highereducation.

Summary Statement

The Director of Accounting position ensures theprovision of timely and accurate financial information to management and thepublic including the preparation of the Annual Comprehensive Financial Report(ACFR) the official audited financial statements of the State. The position leads the States payrollcompliance initiative ensuring statewide adherence to IRS code and otherregulatory standards. The positionoversees the financial portion of the State of Delaware Enterprise ResourcePlanning (ERP) system consisting of thirteen modules recording the assetsliabilities revenues and expenditures of state organizations. The position also works with theOneDelaware team currently modernizing the States ERP system with a new systemto be implemented in the next 3-4 years.

Selective Requirement

Selective Requirements must be met in addition tothe job requirements. Applicants who do not possess the selectiverequirement will not be qualified.

1.Governmental accountingexperience and experience with an integrated ERP.

Preferred Qualification

Applicants who do notpossess the preferred qualification will still be eligible to compete for thisposition if job requirements are met.

1.Possession of a CertifiedPublic Accountant License.

Essential Functions

Essential functions arefundamental core functions common to all positions in the class series and arenot intended to be an exhaustive list of all job duties for any one position inthe class. Since class specifications are descriptive and not restrictiveincumbents can complete job duties of similar kind not specifically listedhere.

Provide leadership for financialmanagement activities throughout state government.

Establishand implement policies procedures and regulations pertaining to the statewideaccounting and payroll systems. Advise the Cabinet Secretary and othersenior officials on same.

Leadthe successful completion of the Annual Comprehensive Financial Report (ACFR)to ensure the State receives a clean audit and the Government Finance OfficersAssociation (GFOA) Certificate of Achievement for Excellence in FinancialReporting.

Managethe statewide payroll compliance functions ensuring state organizationscomply with state regulations and IRS regulations relative to payrolladministration.

Provideand present a comprehensive view of the States financial condition throughregular publishing of interim financial statements and the year-end ACFR.

Manage the oversight of the States FinancialAccounting ERP system.

Manage special projects such as ERP modernizationdevelopment of the statewide accounting team and other leadership initiatives.

Provide analysis forecasting and tracking ofexpenditures for consideration byDEFAC.

Manage the States accounting processes certify the validity oftransactions and coordinateaccountingandother financial matters with key state organization fiscal personnel.

Serves on the Departments leadershipteam in the development of strategies and action plans.

Take a leadrole in ensuring all aspects of government accounting are properly applied bystate organizations chief financial officers end users and customers.

Providetraining and supportive resources to state organizations to facilitate theeffective and compliant use of the states accounting system financialreporting tools and payroll compliance functions.

Managehiring and succession planning to provide human resources to support thestates critical financialfunctionsreporting to this position.

Partnerwith the Department of Technology and Information (DTI) and 0MB to maintain andenhance the states integrated enterprise resource planning system.

Job Requirements

JOB REQUIREMENTS for Director Division of Accounting

Applicants must have education training and/or experiencedemonstrating competence in each of the following areas:

1.Possession of a Bachelorsdegree in Business Finance or Accounting or related field.

2.Five years experience infinancial reporting general ledger accounts receivable and accounts payable.

3.Three years experiencemanaging accounting operations.
